Council Proceedings
June 19, 2018
The regularly scheduled meeting of the Edwardsville City Council was held on June 19, 2018 at
7:00 p.m. in the Council Chambers of City Hall, located at 118 Hillsboro Avenue in Edwardsville,
Illinois, with Mayor Patton presiding. Aldermen Krause, Farrar, Louer, Stack, Burns, Risavy, and
Morrison answered present on roll call. The Pledge of Allegiance was recited by all present.
Mayor Patton welcomed everyone in attendance, and those viewing on Cable Channel 993, to
the meeting and asked if any citizens wished to address the Council.
Mike Collins spoke against the rezoning of 325 S Kansas. Ruth Collins spoke against the rezoning
of 325 S Kansas. Sheila Fudge spoke in favor of the rezoning of 325 S Kansas. Paula Carlton
spoke in favor of the rezoning of 325 S Kansas. Deanna Seal spoke in favor of the rezoning of
325 S Kansas. Phyllis Hessel spoke in favor of the rezoning of 325 S Kansas. Bob Carlton spoke in
favor of the rezoning of 325 S Kansas. Walter Hunter spoke against establishing a temporary
moratorium on the City’s Educational Facilities Impact fee. Don Johnson spoke against the
rezoning of 325 S Kansas. Ron Didreidt spoke in favor of establishing a temporary moratorium
on the City’s Educational Facilities Impact fee. Mike Rathgeb spoke in favor of establishing a
temporary moratorium on the City’s Educational Facilities Impact fee. Paul Braizer spoke
against the rezoning of 325 S Kansas. Bruce Reidel spoke in favor of establishing a temporary
moratorium on the City’s Educational Facilities Impact fee.
Consent Agenda
Motion by Stack, seconded by Farrar to approve the Consent Agenda.
Mayor Patton read Consent Agenda as follows:
Approval of minutes from the Council Meeting held on June 5, 2018.
Group Health Insurance Fund Report - $352.415.05
Executive Session – Personnel
Roll Call on the Consent Agenda: Seven Ayes, with Krause, Farrar, Louer, Stack, Burns, Risavy,
and Morrison. Motion carried.

Reports of the following elected and appointed officials were received for information and file:
City Clerk/Collector – Monthly Financial Report and Monthly Activity Report;
City Treasurer – Monthly Financial Report;
Police – Monthly Activity Report;
Fire Chief – Monthly Activity Report (Fire and EMS Services);

The Circuit Clerk’s Report was received for information and file.
Legislative & Executive
Motion by Risavy, seconded by Krause to approve a License to Conduct a Raffle for MARF
(Mesothelioma Applied Research Foundation) by Gori Julian & Associates with chances to be
sold from August 01, 2018 – September 28, 2018. Roll Call: Seven Ayes, with Krause, Farrar,
Louer, Stack, Burns, Risavy, and Morrison. Motion carried.
Motion by Krause, seconded by Farrar to approve a Class F Special Use Liquor License for 2511
IL-157, LLC D/B/A Hotshots Sports Bar and Grill to be held at Hotshots Sports Bar and Grill
located at 2511 State Highway 157, Edwardsville, IL 62025 on Saturday, June 30, 2018. Roll Call:
Seven Ayes, with Krause, Farrar, Louer, Stack, Burns, Risavy, and Morrison. Motion carried.
Motion by Risavy, seconded by Krause to approve a Class F Special Use Liquor License for
Recess Brewing, LLC for the “Burgers & Brews Event” to be held at 138 St Louis St.,
Edwardsville, IL 62025 on Saturday, July 7, 2018. Roll Call: Seven Ayes, with Krause, Farrar,
Louer, Stack, Burns, Risavy, and Morrison. Motion carried.
Motion by Stack, seconded by Burns to approve a License to Conduct a Raffle for Eden Church
with chances to be sold from June 24, 2018 – August 5, 2018. Roll Call: Seven Ayes, with Krause,
Farrar, Louer, Stack, Burns, Risavy, and Morrison. Motion carried.
Dennis W. McCracken was recognized for his 11 years of services as City Clerk/Collector.
Finance Committee
Minutes of the Finance Committee held on May 29, 2018 were received for information and
file.
Motion by Louer, seconded by Burns to approve Claims - $501,959.86 (Regular) and $25,537.53
(Library) for a total of $528,064.06. Roll Call: Seven Ayes, with Krause, Farrar, Louer, Stack,
Burns, Risavy, and Morrison. Motion carried.
Motion by Louer, seconded by Farrar to approve the request from the Rotary Club of
Edwardsville for Tourism Funds not to exceed $8,000.00 for fiscal year 2018-2019. Roll Call: Six
Ayes, with Krause, Farrar, Louer, Stack, Burns, and Risavy. Morrison abstained. Motion carried.
Motion by Louer, seconded by Burns to approve a Resolution Approving the Agreement
between the City of Edwardsville and Great Rivers and Routes Tourism. Roll Call: Seven Ayes,
with Krause, Farrar, Louer, Stack, Burns, Risavy, and Morrison. Motion carried.
Finance Committee will meet on Monday, June 25, 2018 at 4:00 p.m. in the Governor Edwards
Conference Room.

Public Safety Committee
Minutes of Public Safety Committee meeting held on May 7, 2018 were received for
information and file.
Public Safety Committee will meet on Monday, June 25, 2018 at 5:00 p.m. in the Council
Chambers.
Public Services Committee
Minutes of the Public Services Committee meeting held on May 29, 2018 were received for
information and file.
Motion by Stack, seconded by Burns to award the 2018 Pavement Marking Contract to Control
Line, Inc. in the amount of $24,598.92. Roll Call: Seven Ayes, with Krause, Farrar, Louer, Stack,
Burns, Risavy, and Morrison. Motion carried.
Motion by Stack, seconded by Farrar for approval of a Supplemental Resolution for
Improvement by Municipality under the Illinois Highway Code (St. Louis Street Phase I
Construction Engineering). Roll Call: Seven Ayes, with Krause, Farrar, Louer, Stack, Burns,
Risavy, and Morrison. Motion carried.
Motion by Stack, seconded by Farrar for approval of a Supplemental Resolution for
Improvement by Municipality under the Illinois Highway Code (Center Grove Road Intersection
Improvements Construction Engineering.) Roll Call: Seven Ayes, with Krause, Farrar, Louer,
Stack, Burns, Risavy, and Morrison. Motion carried.
Information:
1) Change Order #1 for Troy Road and Franklin Avenue Resurfacing Project in the
increased amount of $9,975.00.
Public Services Committee will meet on Tuesday, June 26, 2018 at 4:30 p.m. in the Governor
Edwards Conference Room.
Administrative & Community Services
Minutes of the Administrative & Community Service Committee meeting held on May 30, 2018
were received for information and file.
Motion by Risavy, seconded by Morrison to approve an Ordinance Amending Chapter 110 of
the Codified Ordinances of the City of Edwardsville (Telecommunications) – Ordinance
combines the Information Technology (IT) staff with the Edwardsville Cable Television
Department (ECTV) into the Information Technology and Communications Department. Roll Call:
Seven Ayes, with Krause, Farrar, Louer, Stack, Burns, Risavy, and Morrison. Motion carried.

Motion by Risavy, seconded by Krause to approve an Ordinance Approving a Zoning
Amendment – Plum Street – Changes the zoning designation of a 15.41-acre tract from R-2 to
B-2. Roll Call: Seven Ayes, with Krause, Farrar, Louer, Stack, Burns, Risavy, and Morrison.
Motion carried.
Motion by Risavy, seconded by Krause to approve an Ordinance Amending Chapter 1242 by
Rezoning 333 S. Kansas Street, PID 14-2-15-11-19-401-009 from R-1 Single Family Residence
District to B-2 Commercial Business District – Changes the zoning designation of the former site
of Alvareita’s School of Cosmetology. Roll Call: Three Ayes, with Farrar, Stack, and Risavy; Four
Nays, with Krause, Louer, Burns and Morrison. Motion denied.
Motion by Risavy, seconded by Krause to approve an Ordinance Establishing a Temporary
Moratorium on the City’s Educational Facilities Impact Fee – Imposes a temporary moratorium
on the collection of the Educational Facilities Impact Fee for properties that are final platted or
have a building permit issued between June 30,2018 and June 30, 2020. Two Ayes, with Burns
and Risavy; Five Nays, with Krause, Farrar, Louer, Stack, Morrison. Motion denied.
An Ordinance Amending Chapter 110 of the Codified Ordinances of the City of Edwardsville,
Illinois Providing for the Regulation of and Application for Small Wireless Facilities – Requires
wireless telecommunications providers to submit permit applications and pay applicable fees for
use of public right-of-way. Also, gives the City the authority to propose alternate placement
within 100 ft of requested site to ensure integrity of the right-of-way. Filed for first reading.
An Ordinance Amending Chapter 6, Sections 6-37, 6-49 and 6-51 of the City of Edwardsville
Code of Ordinances Entitled “Alcoholic Beverages” – Updates language in ordinance to align
with Illinois Statutes and support a seller’s decision to refuse sale to an intoxicated person. Filed
for first reading.
Administrative & Community Service Committee will meet on Thursday, June 28, 2018 at 4:30
p.m. in the Governor Edwards Conference Room.

There being no old business and no new business, motion by Stack, seconded by Burns to enter
into Closed Session.

Motion by Risavy, seconded by Morrison to appoint Devin Gray Director and John Cunningham
Deputy Director of the Information Technology and Communications Department. Roll Call:
Seven Ayes, with Krause, Farrar, Louer, Stack, Burns, Risavy, and Morrison. Motion carried.
There being no further action required, Council adjourned at 8:45 p.m.
