City of Edwardsville Council Proceedings September 18, 2018 The regularly scheduled meeting of the Edwardsville City Council was held on September 18, 2018 at 7:00 p.m. in the Council Chambers of City Hall, located at 118 Hillsboro Avenue in Edwardsville, Illinois, with Mayor Patton presiding. Aldermen Morrison, Krause, Farrar, Louer, Stack, Burns, and Risavy answered present on roll call. The Pledge of Allegiance was recited by all present. Mayor Patton welcomed everyone in attendance and those viewing on Cable Channel 993 to the meeting and asked if any citizen wished to address the Council. Mark Rimkus of 515 Valley View Drive, Edwardsville spoke in favor of the proposed engineering changes at Plummer Family Park. Consent Agenda Motion by Stack, seconded by Burns, to approve the Consent Agenda. Mayor Patton read the consent agenda as follows: Approval of minutes from the Council Meeting held on September 04, 2018 Group Health Insurance Fund Report - $215,168.41 Executive Session – Collective Bargaining and Semi-Annual Review of Closed Session Minutes Roll Call on Consent Agenda: Seven Ayes, with Aldermen Morrison, Krause, Farrar, Louer, Stack, Burns, and Risavy. Motion carried. Activity and Financial Reports Reports of the following elected and appointed officials were received for information and file: City Clerk/Collector – Monthly Financial Report and Monthly Activity Report; City Treasurer – Monthly Financial Report; Police – Monthly Activity Report; Fire Chief – Monthly Activity Report (Fire and EMS Services); Public Works Director – Building, Electrical, and Plumbing Permits. The Circuit Clerk’s Report was received for information and file. Legislative & Executive Motion by Krause, seconded by Stack, to accept with regrets the resignation of Mary Grose from the Cool Cities Initiative Committee effective immediately. Roll Call: Seven Ayes, with Aldermen Morrison, Krause, Farrar, Louer, Stack, Burns, and Risavy. Motion carried. 1|Page Motion by Stack, seconded by Farrar, to approve a License to Conduct a Raffle for the Land of Goshen Rotary with chances to be sold from October 10, 2018 to November 21, 2018. Roll Call: Seven Ayes, with Aldermen Morrison, Krause, Farrar, Louer, Stack, Burns, and Risavy. Motion carried. Motion by Risavy, seconded by Farrar, to approve a License to Conduct a Raffle for the Edwardsville FOP Lodge 244 with proceeds supporting the Lodge’s charity account for individuals in need, school, etc. with chances to be sold on Monday, September 24, 2018. Roll Call: Seven Ayes, with Aldermen Morrison, Krause, Farrar, Louer, Stack, Burns, and Risavy. Motion carried. Motion by Stack, seconded by Farrar, to approve a License to Conduct a Raffle for the Daughters of Isabella with chances to be sold Friday, October 05, 2018. Roll Call: Seven Ayes, with Aldermen Morrison, Krause, Farrar, Louer, Stack, Burns, and Risavy. Motion carried. Motion by Farrar, seconded by Stack, to approve a Class F Special Use Permit for Recess Brewing LLC for “Edwardsville Roots Festival” to be held at City Park located at 101 S. Buchanan, Edwardsville, Illinois 62025 on Saturday, October 13, 2018. Roll Call: Seven Ayes, with Aldermen Morrison, Krause, Farrar, Louer, Stack, Burns, and Risavy. Motion carried. Finance Committee Minutes of the Finance Committee meeting held on August 28, 2018 were received for information and file. Motion by Louer, seconded by Farrar, to approve Claims in the revised amount of $239,649.33 and Library Claims in the amount of $30,258.20 for a total of $269,907.53. Roll Call: Seven Ayes, with Aldermen Morrison, Krause, Farrar, Louer, Stack, Burns, and Risavy. Motion carried. Motion by Louer, seconded by Farrar, to approve a Resolution Authorizing Fund Transfers for FY17-18. Roll Call: Seven Ayes, with Aldermen Morrison, Krause, Farrar, Louer, Stack, Burns, and Risavy. Motion carried. Finance Committee will meet on Tuesday, September 25, 2018 at 3:30 p.m. in the Governor Edwards Conference Room. Public Safety Committee Minutes of the Public Safety Committee meeting held on July 09, 2018 were received for information and file. Motion by Krause, seconded by Morrison, to approve a Sole Source Resolution Authorizing the Purchase of Six (6) Taser X26p Devices for a Total Amount of $7,206.00. 2|Page Roll Call: Seven Ayes, with Aldermen Morrison, Krause, Farrar, Louer, Stack, Burns, and Risavy. Motion carried. Public Safety Committee will meet on Monday, September 24, 2018 at 5:00 p.m. in the Council Chambers. Public Services Committee Minutes of the Public Services Committee meeting held on August 28, 2018 were received for information and file. Motion by Stack, seconded by Burns, to approve a Resolution Authorizing the Mayor to Apply for 2018 Urban and Community Forestry Grant Funds from The Morton Arboretum. Roll Call: Seven Ayes, with Aldermen Morrison, Krause, Farrar, Louer, Stack, Burns, and Risavy. Motion carried. Motion by Stack, seconded by Louer, to approve an Agreement for the Use of City of Edwardsville Right-of-Way for a Subdivision Identification Sign for Spring Hill Subdivision. Roll Call: Seven Ayes, with Aldermen Morrison, Krause, Farrar, Louer, Stack, Burns, and Risavy. Motion carried. Motion by Stack, seconded by Louer, to approve an Agreement for the Use of City of Edwardsville Right-of-Way for the Installation of Artwork and Landscaping in the Median of Sunset Hills Boulevard for Sunset Hills Estates Subdivision. Roll Call: Seven Ayes, with Aldermen Morrison, Krause, Farrar, Louer, Stack, Burns, and Risavy. Motion carried. Public Services Committee will meet on Tuesday, September 25, 2018 at 4:30 p.m. in the Governor Edwards Conference Room. Administrative & Community Services Minutes of the Administrative & Community Service Committee meeting held on August 30, 2018 were received for information and file. Motion by Risavy, seconded by Krause, to approve an Ordinance Vacating the Right-of-Way of Wheeler Street. Roll Call: Seven Ayes, with Aldermen Morrison, Krause, Farrar, Louer, Stack, Burns, and Risavy. Motion carried. Motion by Risavy, seconded by Krause, to approve an Ordinance Amending Chapter Six of the Codified Ordinances of the City of Edwardsville (Alcoholic Beverages, Section 6-34 Classification of Licenses: Fees and Section 6-46 Closing Hours). Roll Call: Seven Ayes, with Aldermen Morrison, Krause, Farrar, Louer, Stack, Burns, and Risavy. Motion carried. Motion by Risavy, seconded by Krause, to approve an Ordinance Amending Section 114-308 of the Codified Ordinance of the City of Edwardsville – 15 minute parking. 3|Page Roll Call: Seven Ayes, with Aldermen Morrison, Krause, Farrar, Louer, Stack, Burns, and Risavy. Motion carried. Motion by Risavy, seconded by Krause, to approve an Ordinance Discontinuing the Business District Tax for the Troy Road/Route 159 Business District. Roll Call: Seven Ayes, with Aldermen Morrison, Krause, Farrar, Louer, Stack, Burns, and Risavy. Motion carried. Motion by Risavy, seconded by Krause, to approve a Resolution Authorizing the Sale of Surplus Real Estate (Former Public Safety Building) to Gori Properties, LLC. Roll Call: Seven Ayes, with Aldermen Morrison, Krause, Farrar, Louer, Stack, Burns, and Risavy. Motion carried. Motion by Risavy, seconded by Krause, to approve a Contract with Crawford, Murphy & Tilly for Supplemental Design – Multi-Purpose Fields for Plummer Family Park Roll Call: Six Ayes, with Aldermen Morrison, Farrar, Louer, Stack, Burns, and Risavy. One Nay from Alderman Krause. Motion carried. An Ordinance Amending Chapter 22, Article VIII of the Codified Ordinances of the City of Edwardsville, Adopting a Registration and Inspection Program for Residential Properties Being Rented within the City of Edwardsville, Illinois was filed for first reading. Motion by Risavy, seconded by Krause, to approve a Parade Resolution Approving IDOT Temporary Closure of Highways for the Edwardsville High School Homecoming Parade. Roll Call: Seven Ayes, with Aldermen Morrison, Krause, Farrar, Louer, Stack, Burns, and Risavy. Motion carried. Administrative & Community Service Committee will meet on Thursday, September 27, 2018 at 5:30 p.m. in the Governor Edwards Conference Room. Council recessed at 7:46 p.m. and entered into Executive Session at 7:54 p.m. Council reconvened into Open Session at 8:02 p.m. Action taken on Executive Session items Motion by Stack, seconded by Burns, to approve a Resolution to Ratify a Collective Bargaining Agreement with the Laborer’s International Union of North America Local No. 397 (City Clerk’s and Collector’s Offices). 4|Page Roll Call: Seven Ayes, with Aldermen Morrison, Krause, Farrar, Louer, Stack, Burns, and Risavy.
