City of Edwardsville Finance Committee Minutes March 12, 2014 5:30 p.m. Present: Aldermen Tom Butts Chairman, Janet Stack, Art Risavy and Dennis W. McCracken, City Clerk/Collector. Also Present: Tim Harr, City Administrator, City Attorney Jeff Berkbigler, Eric Williams, City Engineer, Major Jeff Mills, Devon Gray, IT Specialist, Matt Winte. Quorum present, Chairman Butts called the meeting to order at 5:35 p.m. No Public comments made. Motion by Stack, seconded by Risavy, to approve Finance Committee minutes from February 26, 2014. Motion Carried with Stack, Risavy and Butts voting aye. Group Health Insurance Fund Report amount of $398,828.24 Old Business: None New Business: Claims in the amount of $466,060.37 (Regular) and $32,750.35 (Library) for a total of $498,810.72 will be available for review. Forwarded to Council for approval on March 18, 2014. Motion by Stack, seconded by Butts, to approve and forward to Council An Ordinance Adopting A Home Rule Retailers’ Occupation Tax and Service Occupation Tax (Home Rule Sales Tax) and Amending Chapter 106, Article III and Article V of the Codified Ordinances of Edwardsville, Illinois. Motion Carried with Stack and Butts voting aye. Alderman Risavy voted nay. Motion by Stack, seconded by Risavy, to approve and forward to Council from ACS An Ordinance Approving the Transfer of Volume Cap in Connection with Private Activity Bond Issues and Related Matters (SWIDA). Motion Carried with Stack, Risavy and Butts voting aye. Motion by Risavy, seconded by Stack, to approve and forward to Council a Request in the amount of $10,000 for the American Legion Independence Day Fireworks Event on July 5, 2014 and a rain date of July 12, 2014. Motion Carried with Stack, Risavy and Butts voting aye. City Engineer Eric Williams discussed Capital Budget Expenditures including a mini-excavator and salt dome. IT Specialist Devon Gray discussed Capital Budget Expenditures for the City Clerk’s Office including Technical Equipment items.
