Finance Committee

City of Edwardsville Finance Committee Minutes March 26, 2014 5:30 p.m. Present: Aldermen Tom Butts Chairman, Janet Stack, Art Risavy, Rich Hampton, City Treasurer and Joan Woodard, Deputy City Clerk. Also Present: Tim Harr, City Administrator, Scott Hanson, Planning Director, Jay Keeven, Director of Police, Bob Pfeiffer, Parks Director and Matt Flach with Recess Brewing. Quorum present, Chairman Butts called the meeting to order at 5:35 p.m. No Public comments made. Motion by Stack, seconded by Risavy, to approve Finance Committee minutes from March 26, 2014. Motion Carried with Stack, Risavy and Butts voting aye. Group Health Insurance Fund Report amount of $398,828.24 Old Business: None New Business: Claims in the amount of $366,903.27 will be available for review. Forwarded to Council for approval on April 1, 2014. Motion by Risavy, seconded by Stack, to approve and forward to Council a Façade Application for 305/307 N. Main Street (Recess Brewing) for the maximum reimbursement amount of $10,000 to be paid after all accounting is completed. Motion Carried with Stack, Risavy and Butts voting aye. Motion by Stack, seconded by Risavy, to approve and forward to the Committee of the Whole Meeting on March 27, 2014, a Resolution Authorizing the Mayor to Sign a Memorandum of Agreement with the U.S. Census Bureau for a Partial Special Census. Motion Carried with Stack, Risavy and Butts voting aye. Motion by Stack, seconded by Risavy, to approve and forward to Council a Sole Source Resolution Authorizing Award of City’s Phone System Contract Work to Commercial Telephone Systems. Motion Carried with Stack, Risavy and Butts voting aye. Budget discussion continued with Chairman Butts requesting delivery of a Draft Budget to the Finance members and Department Heads as soon as City Clerk McCracken returns. Mr. Butts stated that his goal is for budget approval by the Finance Committee before approval by City Council. Finance Committee will meet on Wednesday, April 9, 2014 at 5:30 p.m. in the Governor Edwards Conference Room. Meeting adjourned. _____________________________ Tom Butts, Chairman
