City of Edwardsville Finance Committee Minutes April 9, 2014 5:30 p.m. Present: Aldermen Tom Butts Chairman, Janet Stack, Art Risavy, Rich Hampton, City Treasurer and Dennis W. McCracken, City Clerk. Also Present: Tim Harr, City Administrator, Jeff Berkbigler, City Attorney, Jay Keeven, Director of Police, Rick Welle, Fire Chief, Bob Pfeiffer, Parks Director, Janet Burnett and Linda Beachum, Watershed Nature Preserve. Quorum present, Chairman Butts called the meeting to order at 5:35 p.m. Janet Burnett and Linda Beachum expressed funding issues within the Watershed Nature Preserve and the need for assistance by the city. Chairman Butts requested a formal presentation be submitted to the committee. Motion by Stack, seconded by Risavy, to approve Finance Committee minutes from March 26, 2014. Motion Carried with Stack, Risavy and Butts voting aye. Group Health Insurance Fund Report amount of $473,286.41 Old Business: Edwardsville Beautification and Tree Committee request for signage funding. Project clarification requested. Discussion of implementation of Gary D. Niebur Scholarship. New Business: Claims - $374,699.56 (Regular) and $31,048.08 (Library) for a total of $405,747.64. Forwarded to Council for approval on April 15, 2014. Motion by Stack, seconded by Risavy, to approve and forward to Administrative & Community Service Committee, An Ordinance to Establish a new Public Safety Facilities Capital and Operating Fund. Motion Carried with Stack, Risavy and Butts voting aye. 2014-15 Budget review and discussion continued. Information Items by Chief Keeven 1) Memorandum of Understanding Between the City of Edwardsville and Edwardsville Community Unit School District 7 in reference to renewal of Intergovernmental Police Service Assistance Agreement (School Resource Officer Program) 2) Memorandum of Understanding Between the City of Edwardsville and Edwardsville Community Unit School District No. 7 in reference to renewal of Intergovernmental Police Services Assistance Agreement (School Crossing Guard Program) 3) EPD Declaring three (3) seized vehicles as surplus property Finance Committee will meet on Wednesday, April 9, 2014 at 5:30 p.m. in the Governor Edwards Conference Room. Committee members went into Executive Session at 7:03 p.m. for Real Estate discussion.
