City of Edwardsville Finance Committee Minutes October 27, 2016 4:30 p.m. Present: Aldermen Art Risavy Chairman, Will Krause, Janet Stack, and Dennis W. McCracken City Clerk/Collector. Also Present: Tim Harr, City Administrator, Robert Pfeiffer, Director or Parks & Recreation, Walter Williams, Economic Community Development Director, Keith Moran, Moran Economic Development, and Cody King, Edwardsville Intelligencer. Quorum present, Aldermen Risavy called the meeting to order at 4:30 p.m. No public comments were made. Motion by Stack, seconded by Risavy, to approve Finance Committee minutes from October 13, 2016. Motion Carried with Risavy, Krause and Stack voting aye. Information: Group Health Insurance Fund Report amount will be announced at Council on Tuesday, November 01, 2016. Old Business: New Business: Claims in the amount of $1,049,548.50 will be available for review. Forwarded to Council for approval on Tuesday, November 01, 2016. Motion by Krause, seconded by Stack, to approve and forward to Council the IMLRMA (Illinois Municipal League Risk Management Association) for professional risk management services and coverage for the 2017 renewal in the amount of $631,694.25. Motion Carried with Risavy, Krause and Stack voting aye. Motion by Krause, seconded by Risavy, to approve and forward to Council a Resolution Calling for Public Hearing Pursuant to 65 ILCS 5/11-74.3 To Consider a Montclaire Business Development District. Motion Carried with Krause and Risavy voting aye. Aldermen Stack voting nay. Motion by Stack, seconded by Krause, to approve and forward to Council a Resolution Providing for the Abatement of a Tax Levy Relative to the Payment of Interest and Principal on the $3,500,000 Series 2010C Taxable General Obligation Bonds of The City of Edwardsville, Madison County, Illinois. Motion Carried with Risavy, Krause and Stack voting aye. Motion by Krause, seconded by Stack, to approve and forward to Council a Resolution Providing for the Abatement of a Tax Levy Relative to the Payment of Interest and Principal on the Series 2015 Taxable General Obligation Bonds of The City of Edwardsville, Madison County, Illinois. Motion Carried with Risavy, Krause and Stack voting aye. Motion by Stack, seconded by Krause, to approve and forward to Council a Resolution Providing for the Abatement of a Tax Levy Relative to the Payment of Interest and Principal on the General Obligation Improvement and Refunding Bonds, Series 2013 of the City of Edwardsville, Madison County, Illinois. Motion Carried with Risavy, Krause and Stack voting aye. Motion by Krause, seconded by Stack, to approve and forward to Council a Resolution Providing for the Abatement of a Tax Levy Relative to the Payment of Interest and Principal on the General Obligation Bonds (North Gateway Commerce Center Project) Series 2010A and Subordinate Tax Increment Revenue Bonds (North Gateway Commerce Center Project) Series 2010B of the City of Edwardsville, Madison County, Illinois.
