City of Edwardsville Finance Committee Minutes December 10, 2019 4:30 p.m. Aldermen SJ Morrison called the meeting to order at 4:30 p.m. in the Governor Edwards Conference Room in City Hall, located at 118 Hillsboro Avenue in Edwardsville Illinois. Roll Call: Aldermen SJ Morrison, Chairman, and Craig Louer answered present. Also Present: Jeanne Wojcieszak, City Clerk/Collector; Kevin Head, City Administrator; Walter Williams, Economic Community Development Director; Amanda Tucker, Human Resource Director; Jeff Berkbigler, City Attorney; Ryan Zwijack, City Engineer; Jay Beard, Edwardsville; Karen Zimmerman, Edwardsville; Jessica Johnson, Edwardsville; Debbie Gaughan, YMCA; and Charles Bolinger, Edwardsville Intelligencer. Karen Zimmerman spoke against the Resolution Authorizing an Agreement to Encourage Development Within T.I.F. District #2 of the City of Edwardsville for the Proposed 119 S. Main Redevelopment. Ms. Zimmerman stated the signatures on the extensions were fraudulently obtained. Aldermen Farrar arrived at 4:39 p.m. Motion by Louer, seconded by Farrar, to approve Finance Committee minutes from November 26, 2019. Motion carried with Morrison, Louer and Farrar voting aye. Group Health Insurance Fund Report to be announced at the Tuesday, December 17, 2019 Council meeting. Old Business: Motion by Louer, and seconded by Farrar, to approve and forward to Council for second reading an Ordinance Making an Assessment, Levy, and Collection of Taxes Within the Corporate Limits of the City of Edwardsville, County of Madison, State of Illinois, For the Tax Year of 2019 and For the Corporate Expenses for The Fiscal Year Beginning May 01, 2019 And Ending April 30, 2020. Motion carried, with Morrison, Louer and Farrar voting aye. 1|Page New Business: Claims amount will be announced at the Tuesday, December 17, 2019 Council meeting. Motion by Farrar, seconded by Louer, to approve and forward to Council a Resolution Adopting a Post-Employment Health Plan (PEHP) for Public Employees of the Edwardsville Contract Telecommunications, of the Edwardsville Police Department. Motion carried, with Morrison, Louer and Farrar voting aye. Motion by Louer, seconded by Farrar, to approve and forward to Council a Tourism Fund Request for the Edwardsville YMCA-Tumbling and Trampoline Meet in the amount not to exceed $5,000.00 for the fiscal year 2019-2020. Motion carried with Morrison, Louer and Farrar voting aye. Motion by Farrar, seconded by Louer, to approve and forward to Council a Resolution Authorizing an Agreement to Encourage Development Within T.I.F. District #2 of the City of Edwardsville for the Proposed 119 S. Main Redevelopment. Motion carried with Morrison, Louer and Farrar voting aye. Walter Williams, Economic Community Development Director made no report. Finance Committee will meet on Thursday, January 02, 2020 at 4:30 p.m. in the Governor Edwards Conference Room.
