City of Edwardsville Finance Committee Minutes January 02, 2020 4:30 p.m. Aldermen Morrison called the meeting to order at 4:30 p.m. in the Governor Edwards Conference Room in City Hall, located at 118 Hillsboro Avenue in Edwardsville Illinois. Roll Call: Aldermen Craig Morrison, Chairman, Craig Louer and Chris Farrar answered present. Also Present: Mayor Patton; Jeanne Wojcieszak, City Clerk/Collector; Kevin Head, City Administrator; Jeff Berkbigler, City Attorney; James Whiteford, Deputy Fire Chief; Rodney Hall, Firefighter; Walter Williams, Economic Community Development Director; Eric Williams, Public Works Director; Rick Welle, Fire Chief; Michael Meehan, Edwardsville resident; James Anderson, Edwardsville resident; Charles Bollinger, Edwardsville Intelligencer. No public comments were made. Motion by Farrar, seconded by Louer, to approve Finance Committee minutes from December 10, 2019. Motion carried with Morrison, Louer and Farrar voting aye. Information: Group Health Insurance Fund Report to be announced at the Tuesday, January 07, 2020 Council meeting. Old Business: None New Business: Claims will be announced at the Tuesday, January 07, 2020 Council meeting. The committee discussed the use of potential revenue from a Food and Beverage Tax and an increased Hotel/Motel Tax for upcoming project and Public Safety pensions. Motion by Morrison, seconded by Louer, to postpone the discussion of ENERGI Grants to the January 14, 2020 meeting. Motion carried. 1|Page Motion by Louer, seconded by Farrar, to approve and forward to council an Ordinance Amending Chapter 106, Article III of the Codified Ordinances of Edwardsville, Illinois, Providing for the Allocation of Municipal Cannabis Retailers’ Occupation Tax Collected. Motion carried with Morrison, Louer and Farrar voting aye. Motion by Louer, seconded by Farrar, to approve and forward to council an Ordinance Amending Chapter 106, Article III of the Codified Ordinances of Edwardsville, Illinois, Regarding the Home Rule Municipal Retailers’ Occupation Tax. Motion to table by Louer, seconded by Farrar. Motion carried with Morrison, Louer and Farrar voting aye. Motion by Louer, seconded by Farrar, to approve and forward to council a Building Façade Application for R.P. Lumber, 514 E. Vandalia, in the amount not to exceed $9,268.21. Motion carried with Morrison, Louer and Farrar voting aye. Motion by Farrar, seconded by Louer, to approve and forward to council a Resolution Authorizing the Single Source Purchase of Fire Department Patient Stretcher. Motion carried with Morrison, Louer and Farrar voting aye. Walter Williams, Economic Community Development Director provided no update at this time. Jeanne Wojcieszak, City Clerk discussed the audit progression. Finance Committee will meet on Tuesday, January 14, 2020 at 4:30 p.m. in the Governor Edwards Conference Room.
