City of Edwardsville Finance Committee Minutes January 28, 2020 4:30 p.m. Aldermen SJ Morrison called the meeting to order at 4:30 p.m. in the Governor Edwards Conference Room in City Hall, located at 118 Hillsboro Avenue in Edwardsville, Illinois. Roll Call: Aldermen SJ Morrison, Chairman, Craig Louer and Chris Farrar answered present. Also Present: Hal Patton, Mayor; Jeanne Wojcieszak, City Clerk/Collector; Kevin Head, City Administrator; Eric Williams, Public Works Director; Walter Williams, Economic Community Development Director; Emily Fultz, City Planner; James Whiteford, Deputy Fire Chief; and Charles Bolinger, Edwardsville Intelligencer. No public comments made. Motion by Farrar, seconded by Louer, to approve Finance Committee meeting minutes from January 14, 2020. Motion Carried with Morrison, Louer and Farrar voting aye. Information: Group Health Insurance Fund Report to be announced at the Tuesday, February 04, 2020 Council meeting. Old Business: Motion by Farrar, and seconded Louer, to approve and forward to Council for second reading an Ordinance Amending Chapter 106, Article III of the Codified Ordinances of Edwardsville, Illinois, Regarding the Home Rule Municipal Retailers’ Occupation Tax. Motion carried, with Morrison, Louer and Farrar voting aye. New Business: Claims amount will be announced at the Tuesday, February 04, 2020 Council meeting. Motion by Farrar, seconded by Louer, to approve and forward to Council an Ordinance Imposing a Municipal Food and Beverage Tax and Amending Chapter 106 of the Codified Ordinances of Edwardsville, Illinois. Motion carried, with Louer and Farrar voting aye. One Nay from Aldermen Morrison. Motion by Louer, seconded by Farrar, to approve and forward to Council an Ordinance Amending Chapter 106, Article VI of the Codified Ordinances of Edwardsville, Illinois (Amusement Tax). Motion carried, with Morrison, Louer and Farrar voting aye. Motion by Farrar, seconded by Louer, to approve and forward to Council an Ordinance Amending Chapter 106, Article XII of the Codifed Ordinances of Edwardsville, Illinois (Municipal Hotel/Motel tax. Motion carried with Morrison, Louer and Farrar voting aye. Motion by Farrar, seconded by Louer, to approve and forward to Council a Resolution Authorizing an Agreement to Encourage Development Within T.I.F. District #4 of the City of Edwardsville, Illinois for the Proposed 117 N 2nd Street Redevelopment. Motion carried with Morrison, Louer and Farar voting aye. Walter Williams, Economic Community Development Director made no report. Finance Committee will meet on Tuesday, February 11, 2020 at 4:30 p.m. in the Governor Edwards Conference Room.
