Edwardsville Foreign Fire Insurance Board Meeting Minutes – December 3rd, 2018 Meeting was called to order at 1305 by Chairman Wilfong. Members present were Heuchert, Reiter, Wilfong, Sweetman, Welle and Burnley. Morgan absent. Visitors Paschall, Moody, Signorotti, Rieger and Mayfield present Minutes of the previous meeting read. Motion by Sweetman, 2nd by Reiter to approve. Motion carried. Treasurer’s report presented. This year’s check was $48,348.33. Current balance $61,751.50. Burnley will report approx funds needed to cover annual recurring expenses paid by the Board. No other outstanding purchases. Motion by Welle, 2nd by Heuchert to approve. Motion carried. Elections were held. Results as follows: C. Heuchert -2 S. Wilfong -2 E. Burnley -2 Motion by Sweetman, 2nd by Burnley to ratify. Motion carried Appointment of Officers - Motion by Heuchert, 2nd by Burnley to cast unanimous ballot to retain current officers by acclimation. Motion carried. Request for Expenditures – New - Request from Signorotti for funds to purchase computer equipment for the ambulances. The equipment would be a touchscreen computer in the back of the ambulance connected to the toughbook in the docking station in the cab. This would allow for more accurate tracking of interventions and vitals during a call. For a tablet and cables to be purchased as a test set up for 1344, the cost would be approx $1500. Motion by Heuchert, 2nd by Reiter to discuss. Discussion. Motion by Heuchert, 2nd by Reiter to table. Motion carried. - Request from Moody for funds to purchase a RAD57 pulse ox/CO detector. He found a sale price on a new unit for 20% off normal price. The price is $4545, which is an $1100 discount. Device has already been ordered on a 30 day purchase order. Can be sent back without issue of this request isn’t approved. Motion by Reiter, 2nd by Heuchert to approve. Motion carried. - Request from Moody for Ice Rescue suits and 4 slings. The suit would be to replace an older suit that failed it’s last test. The slings would be placed on each front line ambulance. Total for all items is $925. Motion by Heuchert, 2nd by Reiter to approve. Motion carried. - Request Paschall for 3 new sets of binoculars to replace the older less reliable ones on 3 of the 4 engines. Same type as the good one on 1321. Cost for 3 is $567. Motion by Heuchert, 2nd by Reiter to approve. Motion carried. - Request Heuchert for lettering for 2 or 3 of the staff vehicles. Single vehicle is $570/ea. For 1399, 1391 and 1390, cost would be $1710. Motion by Heuchert, 2nd by Sweetman to approve. 2 yes, 3 no. Motion failed. Motion by Heuchert, 2nd by Sweetman to amend motion to include only 2 vehicles (1399 and 1390) for $1140. 3 yes, 2 no. Motion carried. - Request from Heuchert for 15 new Minitor 6 pagers. Cost for pagers and programming nest and software after $600 rebate is $4969. No motion. - Request from Heuchert for annual gear allowance. Discussion. Motion Heuchert, 2nd Reiter for provide gear allowance of $150 for the 2 newest members who did not receive it last year. Motion carried. - Request from Burnley for funds up to $1000 for awards committee and to purchase brass for Class A uniforms. Motion by Heuchert, 2nd by Sweetman to approve. Motion carried. - Request from Cruz for new LED headlights for 1321. Cost $1169. Motion by Heuchert, 2nd by Sweetman to approve. Motion carried. - Request from Request from Cruz to buy an additional scene light for 1321 like the one on the pump panel side for the officer’s side. Approx cost $2500. Motion by Burnley, 2nd by Sweetman to approve. Motion carried. - Request from Cruz to buy replacement LED scene lights to replace the halogen lights on the cab of 1321. Cost $3400. No motion. - Request from Cruz to purchase replacement ground lighting with LED lights for 1321. Approx cost $867 for 6 lights. Motion by Burnley, 2nd by Wilfong to approve. 2 yes, 3 no. Motion failed. - Request from Cruz to replace the scene lights for the rear of 1321 with LED lights. Approx cost $1488. No motion. - Request from Cruz for purchase of mechanics tool set for Station 3. Station 3’s current set would be moved to Station 1. Approx cost of tool set is $1600. Motion by Sweetman, 2nd by Heuchert to approve. 4 yes, 1 no. Motion carried. Also requested additional misc tools not included in original set for up to $200. Motion by Sweetman, 2nd by Heuchert to approve. 4 yes, 1 no. Motion carried. - Request from Cruz for 4 ton hydraulic jack, jack stands, and replacement part for current 4 ton jack. Approx cost $210. Motion by Burnley, 2nd by Sweetman to approve up to $250. Motion carried. No other requests. Old Business - No Old Business New Business - Heuchert will look into electronic voting system for next year’s elections to hopefully improve number of votes cast.
