Edwardsville Foreign Fire Insurance Board Meeting Minutes – March 4th, 2019 Meeting was called to order at 13:03 by Chairman Wilfong. Members present were Heuchert, Reiter, Burnley, Morgan, Wilfong and Welle. Sweetman absent. Visitors Kemper and Whiteford present Minutes from previous regular meeting presented. Motion by Burnley, 2nd by Heuchert to approve. Motion carried Treasurer’s report presented. Current balance is $48,959.54. Burnley presented projected end of year balance, including recurring purchases board responsible for along with breakdown of current outstanding expenses. Approximate projected balance is $26,208.57. Motion by Heuchert, 2nd by Morgan to approve. Motion carried. Request for Expenditures – New - Request from Heuchert for purchase of new Feniex warning lights for the rear of 1330 to replace the old halogen rotators. Approx cost $250. Motion by Burnley, 2nd by Morgan to approve. Motion carried. - Proposal from Heuchert to purchase new bank chargers for the new model portable radios. Requesting up to $1250 for 2 chargers including shipping. Motion by Heuchert, 2nd by Burnley to approve. Motion carried. - Request from Burnley for up to $10,000 to purchase an enclosed trailer and equipment for trench rescue operations. Looking at a 7x16’ trailer and misc additional equipment to current equipment in inventory. Trailers range from $4500- 6000. Additional funds would be used for equipment. Motion by Heuchert, 2nd by Welle to approve. Discussion. Purchase will be made after a plan to implement the equipment is determined. Motion carried. - Request from Heuchert/Cruz for purchase of LED headlights for 1320 and 1330. Lights same ones as purchased for 1321 at the last meeting. Lights are $1169 per set - $2338 for both sets. Motion by Heuchert, 2nd by Burnley. 3 yes, 2 no. Motion carried. - Kemper presented a proposal for a joint purchase with the PD union of an exercise bike and a stair stepper for the workout room for approx $7000. The PD union voted at their last meeting and the purchase was not approved. Kemper did not present a request at this point due to the failure of the PD union to fund their portion. - Request from Reiter to replace the grills at Station 1 and 2. The current ones are several years old and no longer functioning properly. Grills presented are $850  each. Request for both with grill covers is $1700. Motion by Heuchert, 2nd by Burnley to approve. Motion carried. No other requests. Old Business - Department picture that funds were approved for several meetings ago still needs to be purchased. Welle stated he is going have the photo printed on canvas. Approx cost $400. New Business - Morgan recommended re-visiting the recurring monthly expenses the board is paying for (cable, satellite TV, newspapers, etc) to make sure we are getting the best deal and that all items are being used or if they can be changed or stopped all together.
