Health Insurance Advisory Committee

DRAFT City of Edwardsville Employee Health Insurance Advisory Committee November 14, 2018 Minutes Amanda Tucker, Director of Human Resources, called the meeting to order at 12:35 p.m. in the Council Chambers of City Hall, located at 118 Hillsboro Avenue in Edwardsville, Illinois. Motion by Rick Welle, seconded by John Cunningham, to approve the minutes of the meeting held on September 12, 2018. With a show of hands, motion carried. Representatives from Cornerstone Insurance Group provided the Committee with options for 2019 employee health insurance. The current health insurance provider, Cigna, offered to renew the current policy at 7.1%. Blue Cross Blue Shield (BCBS) quoted a plan with similar benefits at 2.4%. Analysis of the quoted BCBS plan found this plan to have a higher deductible and max out-of-pocket costs than the City’s current Cigna plan. The BCBS plan also limited pharmaceutical benefits to preferred and non-preferred pharmacies. Motion by Amanda Tucker, seconded by John Cunningham, to recommend to Finance Committee and City Council the 2019 renewal offered by Cigna. With a show of hands, motion carried. Open enrollment will take place on November 27, 2018 at 8:30 am and 10:00 am in Council Chambers and on November 29, 2018 at 8:30 am and 10:00 am in the Training Room at the Public Safety Building, located at 333 South Main Street, Edwardsville.
