Meeting Minutes from December 9, 2015
I. CALL TO ORDER ~ Called by Casey at 7:02 p.m.
II. ROLL CALL ~ Present: Kurt Ackerman, Cara Lane, Tom May, Casey Weeks, Jennifer Wilkins,
Kathryn Biarkis, Cheryl Jett, Cindy Reinhardt; Also present: Walter Williams and Joe Weber; Absent:
Debbie Caulk, Joe Hutton Bob Nickrent, and Elizabeth Edwards
III. DESIGN REVIEW
a. COA #1
Location: 114 Franklin - Leclaire Historic District
Applicant: Michael Matthews - owner
Project: Existing block garage will be updated with dutch lap 4 ½” siding to match our home. New
craftsman style garage door and main door will be installed.
Discussion: Kurt asked about the garage’s style. Casey read the design guidelines. Discussion ensued
regarding the guidelines and how the proposed garage does not fit within the Craftsman design.
Motion to amend the COA to take of the garage door by Kurt 2nd by Cara; Motion Passed. Motion to
approve by Cara, 2nd by Kurt; motion passed.
IV. CITIZENS WISHING TO ADDRESS HPC
a. Karen Zimmerman addressed HPC about a joint-review board regarding TIFF money and building
rehabilitation, etc. grants. She claims that there should be a member from both HPC and the Madison
County Historic Society should be present to streamline how the grant funds can be used. Casey
mentioned that she has not heard about this aspect, and Walter addressed that it is currently with the
City’s attorney. Kathy asked about the joint-review board and Walt said that it is a group that meets at
the end of the fiscal year (October) of elected parties—anyone who receives funds from the TIFF—in
reference to figuring out the budget and how the funds get spent. Walter also addressed that Mrs.
Zimmerman has brought up many points about the “ambiguity” of the language of the TIFFs.
b. The “Gable Edition” will be the next project up for a COA. She would like to build a 7x9 foot
detached privy similar to what the Stephenson House has. She will be removing the gable edition which
will result in a loss of square footage, which is why she wants the addition. HPC members asked for a
floor plan and Walt said that he would work with Mrs. Zimmerman on doing a to-scale drawing. Joe
Weber asked about a “ghost line” regarding a structure that was previously there. Mrs. Zimmerman
said that she would not be putting an addition on to the house because of potential zoning issues. Dr.
Weber advised that Mrs. Zimmerman work on incorporating something appropriate. Walter felt that
Mrs. Zimmerman needs to know what zoning issues will be permitted, so that she can be as informed as
possible. Walt said that he would work this Friday, December 11, on getting that meeting set up with
Mrs. Zimmerman and other appropriate parties. Mrs. Zimmerman asked Dr. Weber to continue working
with her in terms of advising how to plan this project and he agreed. Dr. Weber also addressed HPC
regarding the historic significance of this structure and that it is the only one of its kind. He also
commented that this structure was never meant to be a house but rather a commercial building. It is a
“fine” example of Federal Southern Commercial style, 1817. Mr. Williams feels that Dr. Weber should
be present at the discussion with the planning department of Edwardsville. Mrs. Zimmerman also
mentioned that there is an open invitation to come and view the property.
V. APPROVAL OF MINUTES OF HPC MEETING in November ~ Those will be emailed by Casey soon
VI. FINANCIAL REPORT
VII. CORRESPONDENCE ~ N/A; Casey suggested that people “like” the HPC Facebook page
VIII. COMMITTEE REPORTS
a. Route 66 ~ Cindy sent information about the “Miles of Possibility”; Cheryl mentioned that she
received a call from Marty, the Route 66 tour leader, and that Casey should call that individual regarding
changes for the motor tour and a potential captive audience for the Blue Carpet Corridor in late June.
Also 2016 is the 90 anniversary.
b. Archi Room update ~ N/A
c. Attaboy letters ~ Walt said that he would work on getting a list with addresses to go out every
month.
d. Historic Districts and Landmarks updates
i. Stephenson House
ii. Brick Streets
iii. Downtown/Main Street
iv. Leclaire ~ Cindy said that this Sunday, the 13th, should be the Luminarias, depending on the
weather
v. St. Louis Street ~ Jennifer said that she contacted Gordon Broom and that he reported that they
are working on getting more grant money for resurfacing the street by 2018.
IX. OLD BUSINESS
a. Meeting with Mayor Patton

ii. Informational brochures on windows, siding, etc. (public education)
iii. State Historic Tax Freeze – education
iv. Newspaper articles
v. Add restoration resources for our area to IL Landmarks list
b. Kurt addressed the COA regarding new windows from last month’s meeting. His issue was with
the contractor’s choice of words saying that the windows were not significant was erroneous.
X. NEW BUSINESS
i. Approval of COA brochure ~ Cara suggested that “COA” be present the first time “Certificate of
Appropriateness” is used; Cheryl noted that the word “to” was missing from the 3rd column and that
“each” should replace “the” in 3 places.
ii. Casey addressed the Open Meetings Act and to reinforce that we all renew certificates
