Edwardsville Historic Preservation Commission July Meeting Minutes DATE: Wednesday, July 13, 2016 TIME: 7:00 p.m. PLACE: Council Chambers, City Hall 118 Hillsboro Avenue, Edwardsville, IL 62025 I. CALL TO ORDER- Casey Weeks called the meeting to order at 7:05pm II. ROLL CALL Present: Andrew Payne, Tom May, Debbie Caulk, Casey Weeks, Kurt Ackerman. Also present: Walter Williams. Absent: Bob Nickrent, Cara Lane, Jennifer Wilkins, Cheryl Jett ,Cindy Reinhardt, and Kathryn Biarkis III. COA DESIGN REVIEW a. COA #1 Location: 715 N. Main Street, Madison County Museum – Main Street Historic District Owner: Madison County Historical Society – Gary Denue, President Project: 1.) Rebuilding 5 chimneys 2.) repairing or installing new fascia and gutters 3.) Restoring front facing dormers including the 6 over 6 windows and installing a permanent aluminum storm on each window 4.) New roof with Slateline shingles Tom May made a motion to accept COA 1. Andrew Payne seconded the motion. Vote: Andrew Payne- aye Joe Hutton - abstain, Debbie Caulk aye, Kurt Ackerman aye, Toma May aye, Casey Weeks abstain . Motion passed b. COA #2 Location: 210 Hillsboro Ave – Main Street Historic District Applicant: Trailhead Church – Steven Mizel Project: Sign on front of building above door. Aluminum sign 11’6”x2’4”x4”, Hidden threaded mounting studs, set in epoxy, in holes drilled in mortar. Andrew Payne made a motion to accept the COA#2. Joe Hutton seconded the motion. Vote: Andrew Payne aye, Joe Hutton aye, Debbie Caulk aye, Casey Weeks aye , Kurt Ackerman aye, Tom May aye. c. COA #3 Address: 301-303 N. Main Street – Main Street Historic District Applicant: Studio 7 Real Estate Holdings – Steve Stewart  Project: 2 aluminum signs (one over each door), stainless steel attachment hardware Andrew Payne made a motion to accept COA #3. Tom May seconded the motion. Vote: Andrew Payne aye, Joe Hutton aye, Debbie Caulk aye, Casey Weeks aye,Kurt Ackerman aye, Tom May aye. Motion passed. IV. CITIZENS WISHING TO ADDRESS HPCKris and Kathy Horvath presented plans for changes to their home oat 1219 Lindenwood in Leclaire. V. APPROVAL OF MINUTES OF HPC MEETING in May. Tom May motioned to accept the minutes of the June meeting. Andrew Payne seconded the motion. Motion passed. VI. FINANCIAL REPORT - no report VII. CORRESPONDENCE - Casey Weeks received the Preservation magazine. VIII. COMMITTEE REPORTS a. Attaboy letters b. Historic Districts and Landmarks updates i. Stephenson House ii. Brick Streets iii. Downtown iv. Leclaire v. St. Louis Street IX. Amendment to Design guidelines regarding removal of paint and cleaning - ongoing X. OLD BUSINESS - Walt updated the commission on work being done on 1215 St. Louis Street. XI. NEW BUSINESS - Tom May will research how we could be notified of new residents, so we could send a type of HPC welcome packet. Walt Williams will contact the Chamber of Commerce to see if we could add a brochure to packets it sends to new residents. XII. ADJOURNEMENT: NEXT MEETING IS Wednesday, August 10, 2016.
