Edwardsville Historic Preservation Commission February Meeting Minutes DATE: February 8, 2017 TIME: 7:00 p.m. PLACE: Council Chambers, City Hall 118 Hillsboro Avenue, Edwardsville, IL 62025 I. CALL TO ORDER at 7:04 II. ROLL CALL present: Jennifer Wilkins, Kurt Ackerman, Kathryn Biarkis, Joe Hutton, Bob Nickrent, Debbie Caulk, Casey Weeks, Cindy Reinhardt III. COA DESIGN REVIEW a. COA #1 Location: 1013 North Main – Corner Tavern Owner: Greg & Tal Inc. Project: Removal and partial replacement of windows at rear elevation (west); removal of windows and installation lapped siding at north elevation Discussion: There were no drawings for the proposed project. All commercial projects need a drawing for a building permit. There was no clear understanding by commission members of the proposed design. Joe Hutton made a motion to approve the COA with the amendment that architectural drawings be reviewed by the committee of four, Debbie Caulk seconded the motion. All in favor Note: The drawings were not submitted with the detail needed to be reviewed, and the COA was later denied. IV. CITIZENS WISHING TO ADDRESS HPC a. Mayor Patton addressed the Commission regarding several issues - Historic Art Walk and Governor’s Plaza – The city needs a few sentenced written for the plaques that will be placed at the silhouettes of the five governors (Coles, Edwards, Reynolds, Deneen, and Ford) and also a chronological history of the Robinson family that owned the property the Poor Farm was on. - Ideas for the Bicentennial of the City of Edwardsville - The Geise building (112-114 N. Main)– Replacement windows were installed on the front façade of the second story without the Commission’s approval. The Mayor could not comment on the events that led to the windows’ replacement. b. Eric and Mike Wallace – They recently purchased the house (circa 1860) at the corner of Brown and Logan. This house is not landmarked and is not in a historic district. The Commission expressed an interest in landmarking the house and assisting in any way to preserve the house. HPC discussed the property tax freeze and Federal Historic Tax Credit for income producing properties. The owners showed HPC photos of the property and expressed interest in preserving it if it is financially feasible for the building owners. c. Alderman Tom Butts – Discussed Mr. Pfund’s (owner of 112-114 N. Main) investment into the Downtown Historic District. d. Fire Chief Rick Welle – Spoke on the report he wrote to Walter Williams on January 10, 2017, regarding the second story windows on the front façade of 112-114 N. Main. He inspected the windows on a particularly windy day and noticed the window panes rattling. He felt they were a public safety hazard as they were. He did not give the owners authorization to replace the windows. He said they could have been restored. The Commission asked Walter Williams if he authorized the replacement of the windows, and he said he did not, nor did he tell Mr. Pfund that he could not replace the windows. The Commission asked Mr. Williams why he did not make the HPC aware of Chief Welle’s report, and he said he does not pass on other people’s reports. Although, Mr. Williams did give the report to Mr. Pfund. V. APPROVAL OF MINUTES OF HPC MEETING in January – Joe Hutton made a motion to approve the minutes, Bob Nickrent seconded the motion. All in favor. VI. ADJOURNEMENT: NEXT MEETING IS Wednesday, March 8, 2017 – Kurt Ackerman made a motion to adjourn, Casey Weeks seconded the motion. All in favor.
