I. Call to Order
A. The meeting was called to order at 7:02 p.m. by Casey Weeks
II. Roll Call

Absent: Jennifer Wilkins, Cindy Reinhart, Cheryl Jett, Andrew Payne

III. Design Review (COA)
A. COA #1
Location: 821 Holyoake
Applicant: Edward Sly
Project: Add 4” vinyl siding, Azek trim, and vinyl scallops or shakes to front
gables
District: Leclaire National Historic District
Motion to approve – Debbie Caulk, seconded by Tom May.

Location: 837 Ruskin Avenue
Applicant: Bruce and Nadine Pfieffer
Project: Rear Addition
District: Leclaire National Historic District
Discussion: The commission found the design acceptable but had questions
about the dimensions and material of the existing siding, and how the new siding
was to be incorporated into it. As the applicants were not present Mr. Williams
offered to contact them to obtain further information. The application was referred
to the committee of four pending receipt of that information.

District: Leclaire National Historic District
Project: Replace gravel driveway with concrete from rear garage north to alley

D. COA #4
Location: 400 – 410 N. Main Street – Public Safety Building
Application: City of Edwardsville
Project: Demolition
District: Main Street Historic District
Discussion: The commission expressed concern about the mosaic mural on the
front façade, and its desire that the murals be saved. Joe Hutton volunteered to
visit the site and access whether the mural could be removed intact. Mr. Hutton
also suggested that should it be impossible to remove the murals the city should
set aside funds to professionally photo document them in prior to demolition.
Motion to approve – Debbie Caulk made a motion to approve the application with
the stipulation that the mural is to be removed to a mutually agreeable location if
said removal is determined to be feasible upon Mr. Hutton’s inspection. The
motion was seconded by Joe Hutton.

IV. CITIZENS WISHING TO ADDRESS HPC
A: Landau Properties (?) presented drawings of a proposed 3-unit apartment
building to be located at North Main and Philippine St.. HPC offered suggestions
on window and door design (craftsman-type) and foundation material (brick).
This was strictly a preliminary discussion – a formal COA for the project will be
submitted at a later date.
B: The commission discussed the local landmark application for the home at 430
Jefferson. Casey noted that as the property is located in the Leclaire National
Historic District it is already considered to have landmark status. HPC has never
issued landmark status to a single property already located within a historic
district. Will Krause restated the requirements for landmark status and
questioned whether the property would qualify as a single entity. Casey agreed
to contact the applicant and discuss.
C: Walter Williams presented a COA for 101 N Main. The owner is requesting
permission to demolish the drive-thru structure at what was formerly the U.S.
Bank office. Members of the commission expressed a desire that the colonnade
along Main Street be retained, and Mr. Williams agreed to contact the applicant
for more detail. Pending information from Mr. Williams the COA will be presented
to the committee of four for approval.
D: Walter Williams presented a COA for 813 N Main. Vintage 71 is requesting
that they be allowed to add new plastic insert bearing the business name,
description and phone number within the existing metal frame. Mr. Mr Williams
stated he would be submitting the application to the committee of four on the
following business day.
V. APPROVAL OF MINUTES
A. Joe Hutton made a motion to accept the March minutes as written. The
motion was seconded by Tom May and passed unanimously.
VI. NEW BUSINESS
VII. OLD BUSINESS
A: Casey Weeks described her discussion with the president of the Goshen
Preservation Alliance expressing HPC’s desire that GPA start maintaining the
Nickel Plate station. HPC had rescinded the building’s landmark status a number
of years ago in order to allow the building to be moved, but GPA has done very
little to maintain the structure since that time. Ms. Weeks stated that Dr.
Chapman at Lewis and Clark Community College has some ideas regarding
adaptive re-use of the building, and is willing to meet with HPC and/or GPA to
explore available grants and funding options, but he hasn’t indicated that LCCC
is interested in taking ownership of the building.
VIII. DESIGN REVIEW
A: Joe Hutton and Kurt Ackerman presented their recommendations for new
design standards and samples of standards in use by other communities.
Members are to review these documents for discussion at the next meeting.
IX. ADJOURNMENT
A: Bob Nickrent made a motion to adjourn, seconded by Tom May. Meeting
was adjourned at 9:35. The next meeting of the Edwardsville Historic
Preservation Commission is scheduled for May 10, 2017 at 7:00 in the council
chambers.
