Edwardsville Historic Preservation Commission February Meeting Minutes DATE: February 14, 2018 TIME: 7:00 p.m. PLACE: Council Chambers, City Hall 118 Hillsboro Avenue, Edwardsville, IL 62025 I. CALL TO ORDER – Jen called the meeting to order at 7:00 II. ROLL CALL Present: Kathryn, Bob, Debbie, Casey, Jen, Andrew, Kurt, Joe Absent: Cindy, Jeanne, Tom III. CITIZENS WISHING TO ADDRESS HPC A citizen addressed her concern about the compliance of the Gori Jullian building based on the last meeting discussion. She also asked if they would consider solar panels. A citizen that had a COA declined on 844 Hale for his siding requested that the committee accept his request to allow vinyl siding. His was the home that had stucco underneath the aluminum siding. Kurt explained to him the HPC guideline regarding repairing old material. Debbie quoted the guidelines to the homeowner. Jen explained to the homeowner why some other homes in Leclaire had vinyl siding. A citizen came to ask where she can find the HPC guidelines since she has recently purchased a historic home. She has some modifications and repairs in the future and wants to follow the HPC guidelines. IV. COA DESIGN REVIEW a. COA #1 Location: 400/410 N. Main Street Owner: Gori Properties Project: New building Craig started by summarizing the changes that were incorporated from the last meeting. The scale of the entry and the columns were reduced. Kurt made a motion to discuss, Andrew second. Kurt said he is not in agreement with all the glass. He said the building looked to be too modern. He referenced the look and design of the Hepler Broom building. Debbie cited the guidelines of the commercial section. It states that new construction is welcome as long as it is consistent with the character with the district. Her concern is that the building is in fact not consistent with the look of the surrounding area. Casey stated that the more public input should be incorporated since public funds will be used to build this. Casey made a motion to deny the COA. Joe Second 118 Hillsboro Avenue P.O. COA #2 Location: 923 St. Louis Street Owner: Jeff Cooper Project: New garage; New pool cabana; Site Updates Front Yard Scope  New poured concrete path.  New black metal fence by Master Halco - Picket Style 2 Rail.  New stair & balusters to match exist. porch stair.  New door in exist. window opening.  New deck fence divider to match exist. railing. New Garage Scope  New poured concrete path.  New concrete parking court.  New curb cut.  New concrete driveway.  New (2) car garage.  New glass garage doors @ exist. garage. Rear Yard Scope  Poured concrete path.  Poured concrete patio.  New black metal fence by Master Halco - Picket Style 2 Rail.  New 6’ cedar privacy fence.  New pool & hot tub.  New stone patios.  New Stone fire pit area.  New wood decks.  New entry stair & bridge to carriage house.  New Pool cabana structure.  New sliding doors @ 3 seasons room. The architect for the project walked us through the project via Go To Meeting teleconference. He walked through the entire packet, explaining each elevation. Andrew made a motion to discuss. Casey Second. Front Scope: Kurt suggested that the fence may not be allowed per the city. It was decided it would be but would be up to the city. There was a discussion following about how to split the COA. The HPC wanted to vote on 3 sections, Front Garage and Rear scopes. The Committee went through the items one at a time. The concrete path proposed does not meet the guidelines. Bob made a motion to vote on just the front yard scope, Kurt second. The contingencies are concrete path is a continuous path with no gaps, the side steps are allowed, the additional front door in existing window opening is not allowed. Vote: Approved: Bob, Debbie, Casey, Jen, Andrew, Kurt, Joe New Garage scope: The committee stated the guidelines on new garages and it clearly reads that the proposed garage does not meet the guidelines. The committee suggested to table the new garage portion of the COA. Rear Yard Scope: Andrew stated that the pool and cabana would be very visible from St. Louis Street. Jen said she had an issue more with the deck rail that attached to the house rather than the pool house itself. HPC decided the sliding doors would be acceptable on the rear of the porch but not the front facing. The HPC decided that the proposed design did not meet he guidelines and decided to table this portion of the COA. The architect ended with saying he would have to get back with the homeowner and discuss new ideas for the project. c. COA #3 Location: 235 N. Main Owner: Donna Steinman Project: New signage Walt presented a picture of the sign. Bob made a motion to approve, Casey second. Vote: Approved: Bob, Debbie, Casey, Jen, Andrew, Kurt, Joe V. Preservation Awards – We will consider coordinating with the annual economic breakfast. b. Walt suggested that we have a special meeting to approve signage for a COA XI.
