May Meeting Minutes

I. CALL TO ORDER
Jen called the meeting to order at 7:01
II. ROLL CALL
Present: Andrew, Casey, Jen, Bob, Kathrine, Tom, Kurt, Ryan
Absent: Joe, Cindy, jeanne
Also Present: Walt Williams, Dave Sirko
III. CITIZENS WISHING TO ADDRESS HPC
Homeowner from 716 Hale presented a future project. She showed pictures of the home before and after. She explained what they have
done so far. A discussion followed to inform the homeowner what would be needed when it comes time to submit their COA.
IV. COA DESIGN REVIEW
a. COA #1
Location: 905 St. Louis Street
Owner: Johanna Schmitz
Project: Front Porch Restoration; Over-Window Roofing; Single Window Replacement
The contractor for the homeowner described the project. Kurt verified that the window in the gable will be a single wood
window. the builder stated that the window opening is 44”X30”. The homeowner stated that without the window that she has
chosen, she most likely would not replace it at all. Kurt requested that we be able to see a historical picture to see what was in
there was before. Bob said that the window she is replacing it with looks better than what is currently there.
Tom made a motion to approve, Bob second.

Location: 1018 Longfellow Avenue
Owner: Marilyn E. Skiöldhanlin
Project: Garage addition
The homeowner explained the project he is wanting to add an awning off the back of the garage Jen verified the placement of
the walls of the project. He stated the wall material would be white aluminum siding to match the garage. The roofing material
will also match the current garage.
Bob made a motion to approve contingent upon the siding is white aluminum or 8 inch painted wood siding, Tom second.

Location: 1211 Emerson Avenue
Owner: Krause Properties, LLC
Project: Removal of aluminum siding and restoration of wood siding; removal of aluminum storm windows and installation of
new wood storms
Jen asked what material was in the gable, Bob thought it was vinyl. Kurt stated that there are aluminum storm windows and they
will be replaced with wood. Kurt described that the new windows will be made to look like the original windows.

Location: 1231 Lindenwood Avenue
Owner: Jim & Christy Ferguson
Project: Porch renovation
The homeowner was not present. Jen said that the columns on the porch should be tapered given that other homes in that style
and era had them.
Kurt made a motion to approve contingent that the porch mimic the tapered columns with 10 inch squares on the bottom and 3
columns across the front with a half column on the left like is on 1255 Lindenwood. Tom, second.
Approve: Kurt, Tom, Bob, Andrew, Jen, Casey, Ryan.
V. APPROVAL OF MINUTES OF HPC MEETINGS in April
Tom made a motion to accept both sets of minutes. Kurt second.
All approved
VI. FINANCIAL REPORT -
Walt said in the future he will scan and email bills to the HPC
VII. CORRESPONDENCE - NA
VIII. COMMITTEE REPORTS
a. Attaboy letters - 2 letters went to the owners of Bin 51 and on West Lake Dr. in Dunlap.
b. Historic Districts and Landmarks updates
i. Stephenson House
ii. Brick Streets - St. Boniface is starting their project
iii. Downtown
iv. Leclaire - There was talk of the project to strip the siding off his next project and getting the media to come
out to the project.
The Leclaire yard sale is May 19th.

VIII. OLD BUSINESS
b. Public Safety Building Mural
Casey said that at the last ACA meeting, SJ Morrison and Will Krause wanted the HPC to raise money to preserve the mural but have since
backed off. Casey spoke to the granddaughter of the architect to reach out for support. Kathrine suggested that the HPC should at least
express our support for preserving the mural to the city. The committee agreed to draft a letter and vote on its contents in the next meeting.
b. Route 66 Festival - Jen reminded the HPC about the sign up sheet for the booth.
c. Officer Nominations - Tom nominated that Jen remains Chairperson, Tom stays as Vice Chairperson and Andrew
remains as Secretary.
Casey made a motion to approve. Kurt second.
X. NEW BUSINESS
a. Goshen Market Walking Tours - Jen said that she would like to lead them. Bob said that Friends of Leclaire will be
there August, September and October. Kathryn described what the second grade walking tours that have happened in
the past.
b. HPC structure and roles - Jen met with the mayor and Alderman Krause about the roles of the HPC. The committee
had a discussion and referenced other city by-laws. Bob suggested that there is a committee to address this. Bob,
Jen, Tom and Kathryn. Eric reminded the HPC that if we did that, we would have to comply with the open meetings
act.
c. Walt asked if someone could right up something about her service and see about getting a plaque.
d. 949 Hale. The home had some hail damage and has not been able to find the aluminum siding. Kurt said he could
provide information to find it and it will be discussed next meeting.
e. 824 St. Louis Street. The homeowner wants to extend the garage. He claimed he spoke with Jen about the project.
No other discussion at this time.
f. Casey is still working on the nomination for preservation from Illinois Landmarks.
XI. ADJOURNEMENT: NEXT MEETING IS Wednesday, June 13, 2018
