December Meeting Minutes
Date: Wednesday, December 11, 2019
Time: 7:00 pm
Place: Council Chambers, City of Edwardsville City Hall, 118 Hillsboro Avenue, Edwardsville, IL 62025
I. CALL TO ORDER
Commission Chairman Tom May called the meeting to order at 7:02 pm.
II. ROLL CALL (present)
Present: John Hackett, Joe Hutton, Stephanie Lantz, Tom May, Reggie Resper, Kerry Smith
and Jennifer Plocher Wilkins
(Excused absences: Brandon Adair, Ryan Downey, Bob Nickrent)
III. CITIZENS WISHING TO ADDRESS HPC: none
IV. CERTIFICATE OF APPROPRIATENESS
a. COA #1: 231 N. Main Street (within Downtown Historic District)
Developer: Jay Beard
Project: Install Exterior Signage – same type of material used for existing sign in front of
the lodge. Where are the 3 exterior locations…2 of the signs on the doors were already
approved. 3rd sign has a law firm’s logo on it.
1. Moved by Joe Hutton and seconded by Kerry Smith to accept COA #1 for discussion.
Motion passed unanimously.
Reggie Resper made the motion to vote to reconsider the COA, Joe Hutton seconded it.
Roll call vote: John Hackett yes, Joe Hutton yes, Stephanie Lentz yes, Tom May yes,
Reggie Resper yes, Kerry Smith yes, Jennifer Plocher Wilkins yes. Vote to approve COA
#1 passed unanimously, 7-0.
V. APPROVAL OF MINUTES OF HPC MEETING IN NOVEMBER
Joe Hutton motioned, and Reggie Resper seconded to approve the November 13, 2019
minutes of Edwardsville HPC meeting as submitted. Voice vote. All 7 board members
approved the minutes unanimously.

3. Downtown – Joe Hutton reported that there’s some info being sought, and possible
proposals being put together for work to be done on the Wildey Theatre’s marquis.
In another matter, Kerry Smith asked about the Country Financial Building re: the
brick had been damaged via paint removal and repainting. Walter Williams, HPC
staff liaison, said he visited the site, told them the actions were not according to
policy, and talked with the contractors doing the paint removal and re-painting.
Masonry supply companies have available a special sealant that may prevent this
type of damage from occurring during a paint removal/stripping project, according
to Joe Hutton and others. Consolidators are another group of products that act like
a glue or a binder to trap water.

IX. OLD BUSINESS – We will need HPC award nominees. Jennifer Plocher Wilkins has agreed to
chair a small committee. Jennifer will email HPC members a reminder of the guidelines that
the committee developed in 2018.
Jennifer asked about the status of the North Main contributing inventory report review.
Walter Williams says the report has been completed, the city staff will review it first and
then HPC can review it.
Security at HPC meetings – At the city staff’s discretion, when the COAs are discussed on the
Friday prior to the following Wednesday’s HPC meeting, if staff feels that the upcoming
COA-related issues may be contentious, police presence will be recommended.

XI. ADJOURNMENT: Next HPC Meeting is Wednesday, January 8, 2020. Chairman Tom May
adjourned the December 11, 2019 meeting at 7:19pm.
