Edwardsville Historic Preservation Commission November 10, 2020 Meeting Minutes Date: Tuesday, November 10, 2020 Time: 7:00 pm Place: via Zoom video/audio conference I. CALL TO ORDER Commission Chairman Tom May called the meeting to order at 7:03 pm. II. ROLL CALL (present) Present: Brandon Adair (via Zoom), Ryan Downey (via Zoom), John Hackett (via Zoom), Stephanie Lantz (via Zoom), Tom May (in person), Bob Nickrent (via Zoom), Kerry Smith (in person), Jennifer Plocher Wilkins (via Zoom). (Excused Absences: Joe Hutton, Reggie Resper) III. CITIZENS WISHING TO ADDRESS HPC: None IV. CERTIFICATES OF APPROPRIATENESS a. COA #1 (212 McKinley, withdrawn by applicant/property owner Donna Bartley) b. COA #2: 811 Troy Road (within the Leclaire Historic District) Property Owner: Michael Katich (present via Zoom) Project: Install shed in back yard of single-family residence Kerry Smith moved to open the discussion; Ryan Downey seconded. Current siding on home appears to be 8-inch aluminum. Shed size is 8x10 feet. Bob Nickrent said HPC recently approved a shed on Hale Avenue. Emily Fultz: Staff recommends approval of COA. Bob Nickrent motioned to approve COA, Brandon Adair seconded. Roll call vote: 7-0 in favor of approving COA #2. c. COA #3: 708 Hale Avenue (within the Leclaire Historic District) Property Owner: Beverly Kane Project: Install 6-foot-tall Fence (about 43 feet on south property line – does not span entire length of home) Bob Nickrent moved, Ryan Downey seconded to open for discussion. Emily Fultz: staff recommends this COA. Bob Nickrent motioned to approve COA #3, Brandon Adair seconded. Roll call vote: 8-0 in favor of approving COA #3. d. COA #4: 100 N. Main (within the Downtown Historic District) Applicant/Property Owner: The Bank of Madison County/Gori Properties Project: Install Window Sign(s) for new bank (the Bank of Madison County) Bob Nickrent moved, Brandon Adair seconded to open discussion. Emily Fultz: staff recommends approval. (vinyl window clings, does not exceed 20% of window space) Jennifer Plocher Wilkins moved, Bob Nickrent seconded to approve COA #4. Roll call vote: 8-0 in favor of approving COA #4. Bob Nickrent seconded to approve COA #5. e. COA #5: Property Owner: Kris and Kathleen Horvath Project: Siding Bob Nickrent moved, Ryan Downey seconded to open discussion. Motion by Bob Nickrent, seconded by Brandon Adair to recommend COA #5 for approval. Roll call vote: 8-0 in favor of approving COA #5, given conditional approval of shake shingles. f. COA #6: 832 Holyoake (within Leclaire Historic District) Property Owner: Chairo Shaffer Project: Replace Existing Windows with Vinyl Windows. Homeowner wants to replace about 12 windows that are all in poor condition. Bob Nickrent motioned to open discussion, Ryan Downey seconded. Home is a non-contributing property (built circa 1960). HPC would advise that homeowner try to match the original historic look of the historic windows (6 over 6) Bob Nickrent motioned, Kerry Smith seconded to accept the COA provided the windows are 6 over 6 pattern with vinyl windows on all windows being replaced. Roll call vote: 8-0 in favor of approving COA #6. g. COA #7: 736 Hale (within Leclaire Historic District) Property Owner: Paul and Mary Peters Project: Complete interior and exterior renovation of property (built in 1890) Bob Nickrent motioned to open discussion, Jennifer Plocher Wilkins seconded. Wants to replace siding with 4.5-inch lap, install shake in dormers, replace windows Property owner agrees to look under siding Kerry Smith motioned to accept roof and chimney portions of COA #7, Ryan Downey seconded Roll call vote: 8-0 in favor of approving COA #7. V. APPROVAL OF MINUTES OF HPC MEETING IN OCTOBER Bob Nickrent made motion, Jennifer Plocher Wilkins seconded to approve minutes of October 14, 2020. HPC board members, by a roll call vote of 8-0 approved the October 14, 2020 regular meeting minutes of Edwardsville HPC as submitted. VI. OLD BUSINESS a. Siding Decision Tree – postponed until a future meeting VII. NEW BUSINESS a. Cross Training – Spring 2021 Slate of Officers b. Friends of Leclaire Newsletter c.
