Hi Kimberly,
I wanted to follow up with you to ask if you could please send an updated image of the windows to be installed at 1018
Longfellow? During my last conversation with the homeowner, she informed me that the windows to be installed on
the second floor were to mimic the pattern of the muntins on the existing windows (see attached). If we can get an
updated image of this, it will help move this COA forward for approval at the next Historic Preservation Commission
meeting.

structure or site more substantial than routine maintenance or minor work proj~cts.
Applications and attachments can be submitted in person or via email as a PDF, (paper size not to exceed 11 • x 17") by 5 p.m. on
or before the first Wednesday of the month. Incomplete applications will not be accepted.
The Historic Preservation Commission meets on the second Wednesday of the month at 7 p.m. at City Hall. Dates are subject to
change as necessary. Be prepared to give a brief overview of your project (10 minutes or less) and present any information that
would enhance your application (i.e., photos, letters of support from neighbors, scale models, samples of proposed materials

systems to meet just about any storefront application and condition. The
Series 1000 is 1-3/4" x 4", and the Series 2000 is 1-3/4" x 4-1/2". Both are

SECTION 08411 - ALUMINUM STOREFRONTS (SERIES 3000 FLUSH GLAZE)

This guide specification has been prepared by Oldcastle BuildingEnvelope® in printed and electronic media as an
aid to specifiers in preparing written construction documents for storefront systems.
This section includes Series 3000 Flush Glaze for exterior and interior applications, shop fabricated, factory
prefinished, for field glazing. The system application is less than one story, usually from floor to spandrel beam
above or less in height.
Sealants are referenced to Section 07900, Sealants Sealers.
Glass and glazing are referenced in Section 08810, Glass and Glazing.
Where work of this section integrates with curtain wall, sloped glazing system, skylight, windows, or other glazing
system, carefully coordinate all sections to function together. Air and vapor barrier continuity from this system to
adjacent construction is critical to successful building air tightness; specify compatible materials in conjunction with
adjacent air and vapor barriers.

1.03 SYSTEM REQUIREMENTS
A. Design Requirements:
1. Drawings are diagrammatic and do not purport to identify nor solve problems of thermal or
structural movement, glazing, anchorage, or moisture disposal.
2. Requirements shown by details are intended to establish basic dimension of units, sight lines and
profiles of members.
3. Provide concealed fastening.
4. Provide entrance and storefront systems, including necessary modifications, to meet specified
requirements and maintaining visual design concepts.
5. Attachment considerations are to take into account site peculiarities and expansion and
contraction movements so there is no possibility of loosening, weakening or fracturing connection
between units and building structure or between units themselves.
6. Provide for expansion and contraction due to structural movement without detriment to
appearance or performance.
7. Framing systems shall accommodate expansion and contraction movement due to surface
temperature differentials of 180 degrees F without causing buckling, stress on glass, failure of joint
seals, excessive stress on structural elements, reduction of performance, or other detrimental
effects.
B. Performance Requirements:

1. Wind loads: Provide framing system capable of withstanding wind load design pressures of

pressure of 10 psf as defined in AAMA 501.
4. Deflection:
Maximum calculated deflection of any framing member in direction normal to plane of wall
when subjected to specified design pressures for spans up to and including 13’-6” shall be
limited to [1/175] of its clear span and for spans greater than 13’-6” deflection shall be
limited to [1/240] of its clear span + 1/4”, except that maximum deflection of members
supporting plaster surfaces shall not exceed 1/360 of its span.

In cases of large spans, calculate maximum deflection and give consideration to visual impact. If it appears
desirable, specify an allowable deflection less than the amounts specified above. Smaller deflections, however, will
often require use of heavier cross sections or internal reinforcements. Therefore, importance of visual impact must
be weighed against added cost.

1.05 QUALITY ASSURANCE
A. Single Source Responsibility:

Oldcastle BuildingEnvelope® is unique in the industry in single source responsibility. First, system design,
extrusion, fabrication, and finishing occur at the same facility, and under strict tolerances, assuring uniformity of
profile and finishes between systems. Second, Oldcastle BuildingEnvelope® products include a full array of
storefront (including operable vents on some systems), curtainwall, all glass entrances, sliding mall fronts, sloped
glazing, and flush faced aluminum framed doors, as well as all the monumental and unit skylight products, allowing
the designer and specifier a single source of responsibility when combining products from any of these categories.

single manufacturer or from manufacturer approved by systems manufacturer.

2. Reinforce work as necessary for performance requirements, and for support to structure.
3. Separate dissimilar metals and aluminum in contact with concrete utilizing protective coating or
preformed separators, which will prevent contact and corrosion.
4. Comply with Section 08810 for glazing requirements.

normally be glazed most readily from outside. Headroom and space often make it impossible to glaze from inside.

1. Provide members of size, shape and profile indicated, designed to provide for glazing from

5. Seal horizontals and direct moisture accumulation to exterior.

7. Provide manufacturer's extrusions and accessories to accommodate expansion and contraction
due to temperature changes without detrimental to appearance or performance.
D. Welding:
1. Comply with recommendations of the American Welding Society.
2. Use recommended electrodes and methods to avoid distortion and discoloration.
3. Grind exposed welds smooth and flush with adjacent surfaces; restore mechanical finish.
E. Flashings: Form from sheet aluminum with same finish as extruded sections. Apply finish after
fabrication. Material thickness as required to suit condition without deflection or "oil-canning".

A. Erection Tolerances:

b. 1/8 inch in 20'-0" horizontally.
2. Limit variations from theoretical locations: 1/4 inch for any member at any location.
3. Limit offsets in theoretical end-to-end and edge-to-edge alignment: 1/16 inch from flush
surfaces not more than 2 inches apart or out-of-flush by more than 1/4 inch.
B. Install doors and hardware in accordance with manufacturer's printed instructions.
C. Set units plumb, level and true to line, without warp or rack of frame.
D. Anchor securely in place, allowing for required movement, including expansion and contraction.
E. Separate dissimilar materials at contact points, including metal in contact with masonry or concrete
surfaces, with bituminous paint or preformed separators to prevent contact and corrosion.
F. Set sill members in bed of sealant. Set other members with internal sealants and baffles to provide
weather-tight construction.
G. Coordinate installation of perimeter sealant and backing materials between assemblies and adjacent
construction in accordance with requirements of Section 07920.

3.03 ADJUSTING
A. Test door operating functions. Adjust closing and latching speeds and other hardware in accordance with
manufacturer's instructions to ensure smooth operation.
3.04 CLEANING
A. Clean surfaces in compliance with manufacturer's recommendations; remove excess mastic, mastic
smears, foreign materials and other unsightly marks.

Subject: Request to spend from existing budget
During the fall of 2020, the Historic Preservation Commission (HPC) introduced a Welcome Letter program for
Historic District new home purchases during the quarter.
Homeowners would receive a letter that welcomes them to the Edwardsville community, educates the new
home owner that their property is in one of Edwardsville's two
residential historic districts. The letter gently advises the homeowner that exterior modifications to things like
siding, windows, additions, etc need to be reviewed and approved
by HPC prior to starting the improvement project. We even offer pre-construction review so the homeowner
can take approvable concepts to their contractor.
The letter concludes with an invitation to visit the historic downtown business district and included two $5 gift
cards from local businesses to encourage the visit. Funds to purchase the initial
gift cards were provided by an anonymous donor.
The HPC would like to continue the practice of including two $5 gift cards with future letters that we
send. Therefore, we are seeking spending approval of $300 from the current HPC funding
allocation to continue this program. We would purchase four or five, $5 gift cards from different businesses
each time and on an "as needed" basis. If approved, our staff liaison would make
and secure the purchases prior to mailing a welcome letter(s).

I. CALL TO ORDER
Commission Chairman Tom May called the meeting to order at 7:02 pm.
II. ROLL CALL (present)

Hutton (present at the start of the meeting via Zoom), Stephanie Lantz (via Zoom), Chairman

Zoom), Jennifer Plocher Wilkins (via Zoom). Staff Liaison, City Planner Emily Fultz, also

IV. CERTIFICATE OF APPROPRIATENESS
a. COA #1: 1203 Emerson (within Leclaire Historic District)
Property Owner: Will Krause (Contractor: Miller & Mack)
Project: New exterior rear door (replacement, fiberglass); remove existing rear door and
jamb, with exterior casing to remain. Existing door is “not original.” Install new fiberglass
thermal-entry door, reuse exterior casing. Paint new door and casing. The profiles match
those of historic doors.
Moved by Bob Nickrent and seconded by Ryan Downey to accept COA #1 for discussion.
Bob Nickrent and Jennifer Plocher Wilkins said it makes sense to match this door with
the style of the garage door.
Vote: Moved by Brandon Adair and seconded by Reggie Resper to bring COA #1 to a
vote. Roll call vote to approve COA #1 (part A) was unanimous in favor, 9-0. (Joe Hutton,
as the project’s contractor, abstained).
b. COA #2: 1018 Longfellow (within Leclaire Historic District)
Property Owner: Lisa Skioldhanlin
Project: New exterior front door and new attic windows. Replacing wood-entry door
with 20-gauge, smooth-steel door with full-view glass with internal prairie grilles.
Removing existing storm door, not installing new storm door.
Tom recommended bringing these to a vote separately (door request first, then window
request)
Moved by Kerry Smith, seconded by Reggie Resper, to bring the door discussion
forward.
Contractor is Andersen Renewal.
Emily Fultz says the new proposed door will be single panel, aluminum frame cladding
(acceptable replacement according to guidelines) but guidelines also say the muntin
pattern in the replacement pattern must match the same mutton pattern in the door.
Due to insufficient information at this time, HPC will deny part a of this COA until the
COA can be brought back with the complete information.
Therefore, the HPC is voting to approve this part (part a) of the COA, providing that the
new muntin pattern matches that of the mutton pattern on the existing door. Tom says
front door is on right-hand side wall of house and is not directly visible from the street.
Motion by Bob Nickrent to bring to a vote (to approve the door with the replacement
muttons) and seconded by Reggie Resper to bring COA #2, part a, (the door) to a vote.
Roll call vote: Brandon Adair – no, Ryan Downey – no, John Hackett – no, Stephanie
Lantz – no, Bob Nickrent – no, Reggie Resper – no, Kerry Smith – no, Jennifer Plocher

and/or contractor comes back with a better photo of both doors and with information
about the existing door.

discussion forward. Applicants are not present. Applicant is proposing replacement of 9
over 1 windows (currently they have 4 over 1 windows). The 9 over 1 would not be
consistent with the other windows/window pattern on the house and garage. Jennifer
Plocher Wilkins said it seems clear cut.
Moved by Brandon Adair and seconded by Reggie Resper to bring COA #2 to a vote. Roll
call vote (a “no” vote denies this part of the two-part COA proposal). Brandon Adair –

VI. NEW BUSINESS
a. Home Sale Report – Reggie Resper pulled this report for the first 2 months in 2021. He
says that Leclaire and St. Louis Street have indeed sold homes in January and February
2021. Reggie Resper will begin to share these reports with Emily Fultz on a regular basis.
b. Preservation Awards – Brandon Adair and Stephanie Lantz have volunteered to co-chair
the review process. Chairman Tom May asked for recommendations/nominations of any
residential or commercial project approved and completed in the past 5 years (and
nothing with vinyl siding) to be sent to Brandon Adair and Stephanie Lantz.
c. Madison County History Museum – request for assistance: Chairman Tom May says
there are about 20 binders of 1970s-1980s historical photos of Edwardsville properties
in HPC’s possession. Former HPC associate member Cindy Reinhardt would like to
digitize these photo images for historical purposes. Bob Nickrent and Ryan Downey
volunteered to help.
d. “What is a Driveway?” presentation. Garage policy, driveway policy (alley access, et al):
Chairman Tom May presented recent actual driveway and parking pad examples,
discussing what made each of them approvable or not approvable.
e. Expiring Terms/Nomination of Officers – Bob Nickrent is handling this. HPC board officer
positions for vice chairperson and secretary are available.
f. Welcome Gift Cards – Chairman Tom May covered this during home sales report (see
earlier in these minutes)
g. Discussion of Zoning Design Guidelines and HPC’s Commercial Design Guidelines. City
Planner Emily Fultz presented a review of the City of Edwardsville Design Guidelines that
were approved a 12-18 months ago. She discussed whether to apply the commercial
district historic guidelines or these zoning guidelines to the non-contributing properties
along North Main Street. If HPC wants to make this change, it would ultimately need to
come in the form of a recommendation from HPC to ACS. City would rely on survey
done by Michael Allen and the Preservation Research Office (as to which properties are
contributing – those that would require COAs – and which aren’t contributing – which
would not require COAs). Zoning regulations are more aimed at new development.
Emily Fultz is asking for HPC’s willingness to vote next month on a recommendation to
ACS.
