At the regular meeting of the Plan Commission's Land Use Committee, the following was discussed:
Case 2013-29: CLUB CENTER EAST – Final Plat
Developer: Alpha Omega Development
Engineer: Blotevogel Associates Inc.
Staff report was given by Scott Hanson. The property is zoned B-2. The development consists of 7 lots
with 5 lots fronting Illinois Route 157. It is approximately 13 acres. The site is generally flat in nature.
Access to the site will be off Illinois Route 157 which is a lit intersection. The developer has recently
completed the roadways that run through the middle of the development. The streets are named Excel
Drive and Great Place Drive which connects to Club Center West to the South and Southpointe to the
North. Sidewalks will be required on all frontages. A note on the Plat for Commons Area is designated
for an island for signage on Excel Drive at the intersection of Illinois Route 157. There is stormwater
detention located at the rear of the development on lots 6 and 7. There were no variances requested when
the Preliminary Plat was passed in November 2007. Staff has no concerns and recommends approval of
the 7 Lot Final Plat.
Walt Blotevogel, Blotevogel Associates, present to speak regarding the development. The stormwater
detention, during construction, has worked well as acting as a silt trap. Keller Construction has done the
construction work on the site. The detention that is onsite is primarily for the impervious areas there now.
When each individual lot is developed, it will have its own detention in addition to the existing detention
basin. The front lots will have good exposure to Illinois Route 157. All access will be from Excel Drive
or Great Place Drive. This will work well for traffic control. The 2 lots in the back would be conducive
for office buildings. There is a nice green area to the back portion of the lot to allow for lower level
access such as access to a rear parking lot. This also gives access to pump station and detention area.
There are nice buffer yards adjacent to the residential areas. There are no lots sold at this time. Based on
past inquires, there will be potential sales in the near future.
Mullane asked if one (1) developer chose to develop all seven (7) lots, at that point would they have to
address the easement between lots 6 & 7 to access the lift station.
Hanson stated this easement is just a cross access easement not a utility easement.
Blotevogel agreed that if someone bought both lots 6 & 7, some provision would have to be made to
access the pump station.
Hanson asked Blotevogel if all the addresses were addressed off Great Place Drive.

Blotevogel stated 911 requested all addresses be off the place where access is available which would be
Great Place Drive.
Hanson added that the setback requirements for B-2 Commercial Business District would require the front
yard setbacks to be from Great Place Drive. If the building wants to orient itself toward Illinois Route
157, it could be possible as long as the building setbacks are met. Signage would be based on the linear
foot of the building which faces a street. Cheryl Porter added the cap of square footage of signage of 300
square feet even if the building is larger.
Hanson asked about Lot 4 (312 Great Place Drive) water line location and if the entire corner be
dedicated as a utility easement instead of the 10-foot easement.
Blotevogel stated they hesitated doing that because any utility company could put something in there such
as a transformer box which may cause problems with parking.
Hanson asked if they could dedicate the easement strictly to the City of Edwardsville.
Blotevogel stated it could be dedicated as a water line easement only.
RECOMMENDATION:
Forwarded to Plan Commission without a recommendation for lack of a quorum.
