At the regular meeting of the Plan Commission's Land Use Committee, the following item was discussed:
Case 2017-25: Center Grove PUD – Development Plan
Developer: K2 Assest Development
Engineer: Thouvenot, Wade, & Moerchen, Inc.
Cheryl Porter gave staff’s report on the proposed development. The plan has come back as expected. All
comments from staff have been address. The development is 8.43 acres. It will contain 5 residential lots.
The utilities will be provided by the City of Edwardsville and Ameren. Access to the site will be off
Pleasant Ridge Drive which connects to Center Grove Road. Five-foot sidewalks will be provided where
proposed. This development will have a buyout of greenspace. The buyout can be either by acreage or
based on the number of lots. With this development, it will be based on the 5 lots which will be
$2,500.00. If it was required based on the acreage, it would be a little over $6,000.00 for a half acre.
Ryan Zwijack added the only change from the last meeting was the width of the street from 28 feet to 26
feet. Previously, the City approved 26 feet wide street at Brookshire Hamlets but the developer provided
parking slips. The City also approved 28 feet wide street with barrier curb on both sides. This
development is a little bit different than anything else that has been previously approved within the last 15
years. If parking will be allowed on only one side and residential homes will be located on the other side,
staff feels that is reasonable. If parking will be allowed on both sides, there could be an issue.
Justin Venvertloh stated the developer has agreed to have parking on only one side of the street. There
will be no parking in front of the houses but across the street. There are only 5 lots in the development so
there should not be a lot of traffic. He feels if an emergency would happen there would still be adequate
access for emergency vehicles within the whole development.
Zwijack stated the plans show mountable curb and barrier curb. He asked which type of curbing they will
be using.
Venvertloh stated the barrier curb will run from Pleasant Ridge Drive across the bridge and will transition
to a mountable curb in front of Lot 1. There will also be mountable curb in front of the lots and on the

opposite side of the street as well.
Zwijack asked where will trash be picked up and will it public or private?
Venvertloh stated the toters will be wheeled out to the entrance of the development at Pleasant Ridge
Drive.
Jack Burns stated the neighbors at Pleasant Ridge will be upset if they see 10 cans sitting out at the road.
He suggested building a berm with an area for the trash truck to turn around.
Dorothy Hummel stated she lives in the subdivision and knows the neighbors will not be happy about
that.
There was discussion regarding the options for trash pickup within the development. An option was
discussed of having a small trash truck go through the development or a screened area for containers.
Venvertloh didn’t think they would send a small truck for 5 individual lots or if trash would get picked up
in the subdivision since the street is private. Venvertloh agreed to coordinate with the trash company as
to a solution.
Zwijack asked if there would be an easement dedicated for utilities since the road is private.
Venvertloh stated what has been done in the past was the 50-foot right of way would have an overlay for
easement for drainage and utilities. There will also be a 15-foot utility easement outside of that.
Armouti asked if they could provide a small dumpster at the entrance of the subdivision with an
enclosure.
Venvertloh stated it would then have to be wheeled out to the Pleasant Ridge on the day of trash pickup.
He has only seen those type of dumpsters for businesses.
Zwijack stated all single family homes have to adhere to the contract between the City and trash company
for residential trash pickup. Only multi-family residences can opt out and get a dumpster. He suggested
contacting Joell Aguirre with Republic Services. She is the representative the City deals with. He also
added there will be one mail receptacle at the entrance for all 5 homes. This is a Federal requirement by
the Post Office and not the City’s requirement.
A question was asked if the City can enforce parking for only one side of the street since the subdivision
is private. Examples were given of Sugar Creek (previously was private) and Stonebridge subdivisions
which parking is not enforced. It was asked if it could be addressed in the Covenants and Restrictions to
require parking only on one side of the street.
Venvertloh stated it could be added into the Covenants and Restrictions.
Porter didn’t think it could be enforced even though it would be in the Covenants and Restrictions.
Others agreed.
Jack Burns stated he lives in Sugar Creek and in the 24 years he has lived there, there was never cars
parked along the street. It was left up to the Homeowners Association to enforce any parking issues.
Their Covenants and Restrictions also states cars must be parked inside the garages too. Any
enforcement would be left up to the neighbors to say something to the homeowner violating the parking
requirements.

Mark Rabe asked about the creeks running through the development and some concerns which have been
expressed through the last Plan Commission meeting.
Venvertloh stated this development will improve the situation presently there. Currently, there is major
scour in the creek. This will be corrected and it will slow down the water substantially. They are some
deep slopes which will be leveled out and they will also be providing detention which is not there
currently. Not all of the calculations for the detention basin sizing have been run for the development yet.
He can have finalized information by the Plan Commission meeting.
Porter stated the Fire Department did not have any comments regarding the water line but the main is
being proposed on the south side of the road. If there is a fire at one of the early homes in the
development, fighting a fire would block the road. They could either move the main to the other side of
the road or extend hydrants across the street.
Venvertloh agreed to extend the fire hydrant across the street.
Schlueter asked for a motion to move this forward with the changes to extend the hydrant across the street
and finding a solution to the trash cans other than hauling them to the front at Pleasant Ridge Drive.
Hummel wanted to add the parking on one side of the street also.
MOTION: Rabe. Move that we recommend approval by the Plan Commission on the basis of a
comment and solution to the trash day issue, also with respect to the fire hydrant on the opposite side of
the road, and with the respect to the parking on one side of the street (preferably the opposite side of the
houses). SECONDED: Pitts.
