At the regular meeting of the Plan Commission's Land Use Committee, the following items were
discussed:
A. Case 2017-28: Timberlake Village

PUD Amendment
Cheryl Porter gave staff’s report on the amendment to a PUD which was previously know as JRG PUD in
2006. It came back and was replatted as the Timberlake Village PUD in 2016. At that time, it was
allowed for the US Bank site to be split. The remainder of the 2006 PUD carried through to this
development in 2016. They are requesting to divide off another lot, Lot 3. There is also a request for a
reduced parking setback for the portion of Lot 3 adjacent to the residential property to the north. With
this development, there has been a cross access easement added to allow access to the neighboring site
which is also zoned commercial and owned by the same company.
Justin Venvertloh with TWM, present to speak regarding the development. He stated there will be a
medical office building located on this site. It will be a freestanding building for an eye care office,
Unger Eye Care. The current location is in Troy, IL and they want another location here in Edwardsville.
The building will be approximately 6,000 to 7,000 square feet. The business owner has an idea of how
many parking spaces he wants for his building. He wants most of the parking on his lot so that is the
reason for the parking variance. The cross access easement will be with the Timberlake Village site and
the Timberlake Center site. The parking variance will be for just the side adjacent to the residential area
at the north end of Lot 3. There is a berm located at Lot 1 which will not be affected. There is a home
located to the north of this development but is positioned more towards Lot 1. There is an existing fence
which is located between Lot 1 and the residential site which was installed by the developer as part of the
PUD conditions. The City has requested a 10-foot shared use path along the front of the PUD. The
developer has agreed to provide this path.

John McDole stated the residents of the subdivision behind this development asked if it would be feasible
to have a connection (concrete path) from Timberlake Drive at the northwest corner of Lot 1 through the
berm area to Route 157.
Venvertloh stated that until Lot 1 has been developed, he couldn’t say if that would be an option. It could
be requested during the development of that lot. They have no idea what will be on that lot. It is market
driven at this time.
Pitts stated at one time there was talk of a casual restaurant going into this development. Is that still going
to happen.
Venvertloh stated this will be going to the north.
Porter stated the Timberlake Village PUD conditions of this development limited the size of the restaurant
to 1,600 square feet. This would not allow for much.
Schlueter likes the idea of the connection as McDole mentioned from Timberlake subdivision to State
Route 157. She would like this addressed if possible.
Venvertloh stated they could probably put in a sidewalk shelf for a possible future connection if that
would happen in future development.
MOTION: Schlueter . Move to forward to Plan Commission for approval with the inclusion of the mixed
use path. SECONDED: Armouti. All Ayes.
B. Case 2017-29: Whispering Heights

PUD Development Plan
John Mullane stated there are no significant changes from the Conceptual Workshop previously
presented.
The committee discussed the shared use path location. There is a small path on the new plans submitted
which shows an 8-foot sidewalk coming down from the south parcel towards the sidewalk at Route 157.
There will be no connection to the north. There is a bridge which is narrow and then the school property.
The school district has no plans of ever expanding the sidewalk there. The intent was to head south and
go through the tunnel to get to the other side of State Route 157 to get to downtown. This would avoid
someone trying to cross State Route 157. Eventually, the City would have to negotiate something with
the school district to get frontage to install a shared use path. The desire is for the residents to be able to
walk or bike to the downtown area.
Paul Pitts stated as a member of the school board, he would recommend the connection from the
developed site to the school.
Eric Williams stated the City is currently looking at a grant to do the connection between the
developments. It is a highly competitive process and there is no guarantee it will happen. The City
knows it is needed. It will be a challenge because of the topography. It can follow the grade of the road
and has to remain in right-of-way.
Schlueter stated now that she knows this is a consideration, she would like to see the north parcel have the
shared use path to connect to.
Williams stated the grant requires the path to end at a bike path connection.
Alderman SJ Morrison stated there was a public meeting with the residents to answer questions about this
development. He received a lot of feedback and the people feel good about the development and look
forward to it.

Mullane stated the setback variances that were requested are affecting only their own properties so there
should not be an issue. They will not be encroaching on any neighbors.
There was discussion of screening along the parking areas along State Route 157 to screen headlights
from the highway traffic. On the new plans submitted there is landscaping shown to address that issue. It
was suggested the plantings installed will not get too high to block view of the businesses within the
development but still block the headlights.
Density of the site was also discussed. When looking at the entire PUD, the density varies per acre during
different times of the year. The entire site is 32.2 acres so if you look at the entire development it’s not
that high. If you are looking at only Whis
pering Heights development, it will be higher. This is a different product and new to our community.
SJ Morrison stated he appreciated the direct paths from the shared use paths to the building with bike
parking up near the buildings which shows the developers priority.
MOTION: McDole. Motion to accept the PUD as submitted. SECONDED: Pitts. All Ayes.
