1 LAND USE COMMITTEE EDWARDSVILLE PLAN COMMISSION February 22, 2018 7:00 PM PRESENT ABSENT John Mullane, Chairman Beth Schlueter, Vice Chairman Veronica Armouti, PC Chairman William Catalano Paul Pitts Dorothy Hummel Mark Rabe John McDole Ryan Zwijack, Staff Cheryl Porter, Staff Lisa Schneck, Staff Paul Hanson, TWM At the regular meeting of the Plan Commission's Land Use Committee, the following item was discussed: A. Case 2018-05: Timberlake Village PUD Amendment Developer: Kamadulski, Crays, Fischer Engineer: TWM Cheryl Porter explained the last amendment approved for this development was back in December 2017. They are now splitting Lot 1 into Lots 1A and 1B. Everything else is staying the same. The lot line is not considered a minor change to the PUD. Mark Rabe stated during the previous discussion there was discussion of sidwalks on the north property line which was delayed until future development. Will this need to be address at this time? Ryan Zwijack the City would not recommend a sidewalk on private property. It would be up to the developers if they wanted to install the sidewalk. Cheryl Porter quoted a section from the staff’s report regarding the sidewalk issue: For the 2017 Amendment, Land Use Committee had recommended the addition of a sidewalk along the northern edge of Lot 1 and Lot 3 along the Berm to connect Timberlake Drive to IL Route 157 as a shortcut to make the development more accessible to the residents. The Developer’s engineer indicated the development of Lot 1 is undetermined at this time and will be market driven. The request can be examined at the time Lot 1 is developed. For Lot 3 a “future sidewalk shelf” could be included off the back of curb of the parking area along the northern edge. At the time building plans are submitted for the two buildings on Lot 1B the fate of the additional requested sidewalk can be determined. Staff does not recommend a public sidewalk “shortcut” through private property. Cheryl Porter stated that once the parking lot is installed, there will be sidewalks at the fronts of the buildings and the parking lots will be a paved surface to walk on. Ryan Zwijack stated there is a sidewalk connection shown through the middle of the development on the plans just not at the north end of the property. 2 Staff explained where the berm will be cut down to allow for the sidewalk connection. Staff met onsite with the neighbor to explain what was being proposed. The neighbor had no concerns. RECOMMENDATION: Recommend to forward to Plan Commission for approval of this modification as currently shown on the site plan. All Ayes.
