PUBLIC SERVICES COMMITTEE MINUTES Tuesday, January 14, 2014 Approved Signature: ___________________________________ Approval Date: _____________ Barbara Jurgena-Stamer, Chairman Present: Mayor Patton Alderman Barbara Jurgena-Stamer Alderman Tom Butts Tim Harr, Director of Public Works Eric Williams, City Engineer Ryan Zwijack, Assistant City Engineer Charlie Kohlberg, Lieutenant Public Comment: None. I. Items forwarded to Council: A. Approval of Minutes from the December 30, 2013 meeting Alderman Butts made a motion to approve the Minutes from the Public Services Committee meeting of December 30, 2013. Alderman Stamer seconded the motion. All Ayes. Committee forwarded to Council for information. B. Approval to purchase a 2014 Ford Taurus from Landmark Ford, Inc in the amount of $17,841.00. Tim Harr explained that he budgeted $23,143.00 for a Ford CMAX sedan. After purchasing a 2014 Ford Taurus for the Planning Division , $17,095.00 was left for the purchase of this vehicle causing a deficit of $746.00. This vehicle will replace a 2000 Ford Crown Victoria that has major engine problems including a broken transmission and a starter that recently went out. The Public Works 10 year vehicle replacement plan indicates target years for vehicle replacement; for the most part we are able to exceed those years with the new vehicle purchases. Alderman Butts made a motion to recommend approval to purchase a 2014 Ford Taurus from Landmark Ford, Inc in the amount of $17,841.00. Alderman Stamer seconded the motion. All Ayes. Committee forwarded to Council for approval. II. Items forwarded to Administrative and Community Services: A. Approval of Ordinance Amending Chapter 2 of the Codified Ordinances of the City of Edwardsville (Public Works Department Staffing). Tim Harr explained that the purpose of these changes is to “clean up” areas of the ordinance, as well as, create two new positions. The staffing additions include one Rental Property Inspection Coordinator and one Rental Property Building Inspector. Eric Williams stated that the building code inspectors will no longer get listed individually in the ordinance but will be listed as having four building/code inspectors which includes all Public Works building inspectors and is not specific to inspector tasks. Harr states the ordinance sets a maximum for the number of employees available for hire and is not a staffing requirement. Alderman Butts made a motion to recommend approval of the Ordinance Amending Chapter 2 of the Codified Ordinances of the City of Edwardsville (Public Works Department Staffing) and forwarding to ACS for consideration. Alderman Stamer seconded the motion. All Ayes. Committee forwarded to ACS for consideration. Tim Harr stated that he would attend the ACS meeting to explain the Ordinance Amendment. III. Old Business: None. IV. New Business: None. V. Information: A. Next Public Services Committee meeting will be held in the City Hall Council Chambers of the City Hall building Tuesday, January 28, 2014 at 5:30 p.m. VI.
