Public Comments Members of the public may address the City Council on any item listed on the agenda, or on maters which are not listed on the agenda but are within the subject mater jurisdic�on of the City Council, Housing Authority and Successor Agency to the El Cajon Redevelopment Agency. Speaker cards or requests to speak via ElCajon.gov/RemotePar�cipa�on must be submited to the City Clerk prior to the item being called. No late comment cards will be accepted. Please note that comments for Closed Session items will be heard during the general public comment por�on of the agenda. Public comments are typically limited to three (3) minutes per person, per agenda item, unless the presiding officer changes that �me. Per the Brown Act, the City Council cannot take formal action on items raised during public comments; however, Council may offer a brief response or direct staff to place the item on a future agenda for consideration. In-Person Comments Please complete a speaker card with the agenda item number you wish to speak about, or indicate if it is a general public comment, and return it to the Deputy City Clerk. When it’s your turn, the City Clerk will call your name and invite you to the podium. Contact informa�on on speaker cards is op�onal. Any informa�on provided on a speaker card is considered a ‘public record’, and may be distributed or released to the public and/or media. Remote Comments If you wish to par�cipate remotely you must preregister at ElCajon.gov/RemotePar�cipa�on. Once you are registered you will receive instruc�ons on how to join the mee�ng, via Microso� Teams. Once in the mee�ng, your microphone will be muted un�l it is your turn to speak on an item. When the City Clerk calls your name you will hear that your microphone has been unmuted by the moderator. Your �me will begin once you start speaking. During your alloted �me, you can mute or unmute your microphone by pressing *6. Once your turn to speak is over your microphone will again be muted by the moderator. If you register to speak on mul�ple agenda items, this process will repeat for each item you have registered for. Writen Comments Comments must be emailed to the City Clerk at ACortez@ElCajon.gov or mailed to the City Clerk at 200 Civic Center Way, El Cajon, CA 92020 and received by 4:00 pm the day prior to the City Council mee�ng for prompt distribu�on. Writen public comments will be provided to the City Council in advance of the mee�ng for review and will be recorded in the public record. Listening Devices and other Accommoda�ons The City of El Cajon encourages the par�cipa�on of disabled individuals to be in total compliance with the Americans with Disabili�es Act. If you require public documents in an accessible format, the City will make reasonable efforts to accommodate your request. This material is also to be made available in Spanish or Arabic upon request. If you are a non-English speaking resident or a ci�zen with speech or hearing impairments, and wish to comment at the Public Hearing or require any other form of assistance or auxiliary aids in order to par�cipate at Public Hearings, please contact the City Clerk’s Office at (619) 441-1763, as far in advance of the mee�ng as possible. Members of the public who wish to translate or receive interpreta�on provided by another member of the public can do so as long as there is no disrup�on to the mee�ng. The City will arrange a space for interpreters at the mee�ng loca�on, upon writen request to the City Clerk at least 24 (twenty-four) hours before the mee�ng. Rules of Decorum: While the city council is in session, (1) any person or councilmember who actually disrupts a council mee�ng by ac�ng in a disorderly, noisy, sustained, manner, (2) any person whose conduct actually disrupts the due course of the council mee�ng while addressing the city council or any councilmember thereof, or (3) any member of the public in atendance who actually disrupts the mee�ng by failing, on demand of the presiding officer, to comply with any warning or order of the presiding officer made in accord with the authority of this chapter, is subject to arrest for viola�ng the California Penal Code or this code. See El Cajon Municipal Code § 2.12.140 - § 2.12.160 for addi�onal informa�on. Technology Disrup�on Policy: In the event the City Council Chamber loses electrical power or suffers an internet connec�on outage that is not corrected within one (1) hour, the City Council may adopt a finding by roll call vote that it has made good faith efforts to restore service in accordance with its policy and that public interest in con�nuing the mee�ng outweighs the public interest in remote public access. If such a finding is adopted, the Council will con�nue the mee�ng. If the Council chooses to adjourn the mee�ng and con�nue at a future �me, any items no�ced as public hearings will be con�nued to the next regularly scheduled mee�ng of the City Council. Any other items on the agenda that the Council has not taken ac�on on will be placed on a future agenda. Warrants RECOMMENDATION: That the City Council approves payment of Warrants as submitted by the Finance Department. 3. Approval of Reading Ordinances by Title Only RECOMMENDATION: That the City Council approves the reading by title and waives the reading in full of all Ordinances on the Agenda. 4. FY26 Coverdell Forensic Science Improvement Grant Award RECOMMENDATION: That the City Council authorizes the City Manager or his designee to accept, appropriate, and expend the FY26 Paul Coverdell Forensic Science Improvement Grant (CVRDLL26) in the amount of $51,391, and execute any grant documents and agreements necessary for the receipt and use of these funds. 9. Approval of Resolution Authorizing Modification of Previously Approved Vehicle Replacement Schedule RECOMMENDATION: That the City Council adopts the next Resolution, in order, authorizing the modification of the previously approved vehicle replacement schedule. 10. Acceptance of the Neighborhood Street Lights 2023 Project (233784PWCP), Bid No. 030-24 RECOMMENDATION: That the City Council: 1. Accepts the Neighborhood Street Lights 2023 Project (233784PWCP), Bid No. 030-24, as completed by T&M Electric, Inc., DBA Perry Electric; and 2. Authorizes the City Clerk to record a Notice of Completion and release all bonds in accordance with the contract terms. 11. Re-appointment to the Mission Trails Regional Park Citizens' Advisory Committee RECOMMENDATION: That the City Council re-appoints Scott Penwell to the Mission Trails Regional Park Citizens' Advisory Committee for a four-year term to expire on 01/31/2030. 12. Approval of El Cajon Professional Firefighters Local 4603 Side Letter adding 12. Approval of El Cajon Professional Firefighters Local 4603 Side Letter adding Firefighter Trainee RECOMMENDATION: That the City Council approves and authorizes the terms and conditions of the Side Letter Agreement between the City and the El Cajon Professional Firefighters Local 4603 (ECPFF) adding the Firefighter Trainee classification. 13. Approval of the Citywide Compensation Plan Effective June 20, 2026 RECOMMENDATION: That the City Council adopts the next Resolution, in order, approving the revisions to the Citywide Compensation Plan, effective June 20, 2026. 14. Approval of CalPERS Contract Amendment Side Letter for Police Officer's Association Management Group RECOMMENDATION: That the City Council approves and authorizes the terms and conditions of the CalPERS Limited Side Letter Agreement between the City and the Police Officers' Association Management Group. 15. Approval of Resolution Authorizing Contract Amendment for RFP No. 010-26 – Comprehensive Land Use Planning Services RECOMMENDATION: That the City Council adopts the next Resolution, in order, to increase compensation for the Agreement for Professional Services with Kimley-Horn and Associates, Inc. (KHAI) for the Comprehensive Land Use Planning Services in the not-to-exceed amount of $210,409 through February 3, 2028. 17. Classification Specification Updates and Salary Setting for the Park Maintenance Division RECOMMENDATION: That the City Council approves and authorizes the proposed new classification specifications and salary setting for Park Maintenance Worker I, Park Maintenance Worker II, and Park Maintenance Supervisor; and approves and authorizes the classification specification updates for Park Maintenance Worker III. 18. California Foundation for Parks & Recreation (CFPR) 2026 Community Swim Lesson Grant Award RECOMMENDATION: That the City Council accepts, appropriates, and expends a grant of $1,500 from the California Foundation for Parks & Recreation (CFPR) 2026 Community Swim Lesson Grant (SWIMLSSN26). PUBLIC COMMENT: At this time, any person may address a matter within the jurisdiction of the City Council/Housing Authority/Successor Agency to the El Cajon Redevelopment Agency that is not on the Agenda. Comments relating to items on today’s docket are to be taken at the time the item is heard. State law prohibits discussion or action on items not on the Agenda; however, Council, Authority and Agency Members may briefly respond to statements or questions. An item may be placed on a future Agenda. WRITTEN COMMUNICATIONS: PUBLIC HEARINGS: 19. Public Hearing to Consider Adoption of the City of El Cajon Annual Sewer Charges Report for Fiscal Year 2026-2027 RECOMMENDATION: That the City Council: 1. Opens the Public Hearing and receives testimony; 2. Closes the Public Hearing; 3. Determines if a majority protest has been received; and (if not) 4. Adopts the next Resolution, in order, to: • Determine the lack of majority protest; • Overrule objections to the report; • Accept the City of El Cajon Annual Sewer Charges Fiscal Year 2026-2027 Report; • Accept Appendix B and any reductions identified by Appendix C, which identify by parcel number, each parcel of real property receiving sewer services, and the amount of sewer charges for each parcel for Fiscal Year 2026-2027 at the currently adopted rates, as required by the California Health and Safety Code section 5473, et seq., pertaining to collection of sewer charges on the tax roll; • Direct the City Clerk to file the reports with the San Diego County Auditor; and • Direct the Finance Department to file a certification of the sewer service charges with the San Diego County Auditor. Consideration to Introduce Ordinance Amending Section 2.16.020 of the El Cajon Municipal Code Related to Salaries of City of El Cajon Councilmembers and Mayor RECOMMENDATION: That the City Council considers introducing an Ordinance amending Section 2.16.020 of the El Cajon Municipal Code (ECMC) related to salaries of Councilmembers and Mayor, and directs the City Clerk to read the title of the Ordinance. 21. Encampment Resolution Funding (ERF) Grant Opportunity RECOMMENDATION: That the City Council receives and discusses the policy implications of the Encampment Resolution Funding (ERF) grant and provides direction to staff regarding a pending grant application. 22. Approval of Resolutions to Award Bid No. 004-27 – Restoration of Open Space, Parks, and Wildfire-Prone Areas and Approve Plans & Specifications RECOMMENDATION: That the City Council adopts the next Resolutions, in order, to: 1. Approve Plans and Specifications for Restoration of Open Space, Parks, and Wildfire-Prone Areas, Bid No. 004-27; 2. Find the apparent second and third low bidders non-responsive for the reasons set forth in the agenda report; and 3. Award the bid to the lowest responsive, responsible bidder, Neema General Contracting (NGC), in the amount of $461,737.
