The meeting was called to order at 5:01 p.m. by Cmmr. Williamson.
Chief Lalley presented a plaque to Thomas Aagesen in recognition of work with the Fire
and Police Board. Chief Lalley thanked him on behalf of the Board. Thomas expressed
thanks to the Board.
The new Commissioners Guerra and Miller gave introductions to the Board and expressed
their excitement about being on the board.
Election of a chairperson
The board decided to postpone the election until the next meeting. Chief Cagann made the
motion seconded by Commr Miller. Motion carried 5-0
Approval of the Minutes
Chief Cagann made the motion, seconded by Chief Lalley to approve the May 18, 2023 and
June 4, 2023 minutes. Motion carried 5-0
Discuss the police officer test
Chief Lalley discussed that members from the Fire and Police Board and community task
met to discuss the police officer video test on July 15th. The attendees took the video test to
gauge if they felt the test asked the appropriate types of questions and encompassed the
policing philosophies of the Elgin Police Department. Seven people took the test and the
scores varied on who passed. The discussion by the community group and the Board had
the following concerns:
• They felt it was outdated
• Some questions were Ambiguous
• The videos always portrayed the female officers in non-supervisory roles
• The way police interactions took place are handled differently in Elgin
• Written test - was difficult to understand the instructions
• The test is 12-13 years old and the policing tactics and procedures have changed
since it was updated.
The Chief discussed ways to improve the test or wanted to look at options to update the
test or find a new testing company. The Chief wanted to remove the ambiguous nature of
the questions and customize it to fit to Elgin’s standards and community policing
philosophy.
The Board agreed with the Chief’s assessment and asked that HR and police move forward
in evaluating new vendors and/or updating the existing test.
Executive Session
Chief Cagann made the motion to enter at 5:45 pm to Executive Session and Chief Lalley
seconded the motion. Motion carried at 5-0
Cmmr. Lloyd made the motion, seconded by Chief Cagann to return to open session at 5:50
pm. Motion carried 5-0
Cmmr Llyod made the motion, seconded by Chief Cagann to extend the probation of
Jazmine Munoz until September 15, 2024. Motion carried 5-0.
Adjournment
Chief Lalley made the motion, seconded by Cmmr. Guerra to adjourn the meeting at 5:55
p.m. Motion carried 5-0.
