Civilian Review Board Monday, June 23, 2025 at 5:30 p.m. City Hall, 150 Dexter Court 2nd Floor Conference Room The meeting was called to order at 5:35 p.m. by Chair Rush. Present: Thomas Aagesen, Jose Bosque, Bruce Corn, Charles Horton, Kai Rush, Karen Schock, Deborah Willis. Absent: Mark Smith. Minutes Approval A motion was made by Aagesen, seconded by Corn, to approve the May meeting minutes. Motion approved. Public Comment No members of the public were present for public comments. Old Business List of Commitments The list was wrapped up as prior to the meeting the group had headshots taken for the website. There was an update given regarding the vacancy on the Board. It was announced that Mark Smith had submitted his resignation. New Business Public Comments Discussion and Protocol There was discussion on how to handle public comments, questions and concerns in person, on the phone or via email. It was determined to send any messages to the Police Chief who would respond to the group with the outcome. There would be a template developed to respond to the messages to let the person know how their concern would be addressed. A motion was made by Schock, seconded by Bosque, to develop a message for email and phone and have it available in English and Spanish. Motion approved. Scenario Training Handouts were reviewed on various scenarios and the board went through how the group should handle various situations. Miscellaneous Schock asked about the status of the appointment for the vacancy. The bylaws would be placed on the next agenda for discussion and approval. Also, on the next agenda, Chief Lalley would place real-life examples of cases the board would be working on to review the process.
