Civilian Review Board Monday, October 20, 2025 at 5:30 p.m. City Hall, 150 Dexter Court 2nd Floor Conference Room The meeting was called to order at 5:30 p.m. by Chair Rush. Present: Thomas Aagesen, Jose Bosque, Bruce Corn, Carrie Estrada, LaVonia Gaddy, Charles Horton, Kai Rush, Karen Schock, Deborah Willis. Absent: None. A motion was made by Aagesen, seconded by Corn, to allow Bosque to participate via electronic means. Motion approved. Minutes Approval A motion was made by Willis, seconded by Corn, to approve the September meeting minutes. Motion approved. Public Comment Vicki Fredrick stated her frustration over the handling of the social media post made by a police officer. Chief Lalley provided an update on the complaint that was received by the Board. She noted what had taken place and because of the nature of the complaint it would be forwarded to outside counsel for investigation. Old Business Board Communications and workflow for new cases There was discussion regarding emails received about a complaint against an officer regarding a social media post. Chief Lalley provided information about what stage the investigation was at and when a report might be back for the board’s review. She reviewed the steps the board would take to make their recommendation. There was discussion regarding the emails the board received and how they were addressed. Civilian Review Board October 20, 2025 Page 2 A motion was made by Willis, seconded by Corn, directing the chair to respond to emails. Motion approved. New Business Evaluation of meeting calendar for 2026 including time and location There was discussion regarding the schedule for 2026. In general, the third Monday of the month at 5:30 p.m. would be the meeting time and the location would be city hall. The possibility of two meetings being at alternative locations would be investigated. There will be a schedule drafted for final approval at the next meeting. Miscellaneous None.
