ELGIN LIQUOR CONTROL COMMISSION MEETING
November 5, 2025
The meeting was called to order by Chairman Kaptain at 4:30 p.m. in Conference Room 208,
South Wing of Elgin City Hall. Members present: Commissioners Good, Martinez, Ortiz,
Steffen and Chairman Kaptain. Absent: None.
Approval of Minutes
Commissioner Good made a motion, seconded by Commissioner Martinez, to approve the
minutes of the October 8, 2025, meeting as amended. Upon a roll call vote: Yeas:
Commissioners Good, Martinez, Ortiz, Steffen, and Chairman Kaptain. Nays: None.
Consideration of Stipulation and Agreed Order Regarding the Liquor Commission
Complaint in the Matter of the Retail Alcoholic Liquor Dealers License of Casa Tequilas
Mexican Grill, LLC d/b/a Casa Tequilas Mexican Grill, 1120 S. Randall Road, Unit 102,
Elgin, IL; LC 2025-5
Corporation Counsel Beck gave an overview of the complaint regarding the sale to a minor
during a routine check at the establishment. A fine of $500 for this offense was recommended.
Commissioner Good made a motion, seconded by Commissioner Steffen to approve the
Stipulation and Agreed Order Regarding the Liquor Commission Complaint in the Matter of the
Retail Alcoholic Liquor Dealers License of Casa Tequilas Mexican Grill, LLC d/b/a Casa
Tequilas Mexican Grill, 1120 S. Randall Road, Unit 102, Elgin, IL; LC 2025-5. Upon a roll call
vote: Yeas: Commissioners Good, Martinez, Ortiz, Steffen, and Chairman Kaptain. Nays: None.
Discussion on Consideration of an Application by Bottle Store 40 DuPage
Corporation Counsel Beck gave an overview of the proposal from the Bottle Store. The
applicant is seeking to have a taproom with a section for packaged goods. He noted the zoning
considerations and discussions with Community Development to change this use from
conditional to a permitted use in this location. The applicants addressed the questions from the
commission regarding their business plan and their timeline to open. Mr. Beck noted
recommendations of 30% sales from packaged goods and package size limitations.
The consensus of the commission is they would move forward with this concept and asked
Corporation Counsel to draft a new class of liquor license.

Review of liquor fines and video gaming fees
Corporation Counsel noted that he was continuing his work on the fee and fine structure to assess
if changes need to be made. Commissioner Martinez asked about fines for not using a licensed
distributor.
Approval of the 2026 Liquor Control Commission meeting calenda
Commissioner Ortiz made a motion, seconded by Commissioner Good, to approve the 2026
Liquor Control Commission meeting schedule as presented. Upon a roll call vote: Yeas:
Commissioners Good, Martinez, Ortiz, Steffen, and Chairman Kaptain. Nays: None.
Miscellaneous
Corporation Counsel acknowledged an email sent to the commission regarding alcohol sales at
Nightmare on Chicago Street. He stated he would review the claims and report back to the
group.

Adjournment
Commissioner Good made a motion, seconded by Commissioner Martinez, to adjourn the
meeting. Upon a roll call vote: Yeas: Commissioners Good, Martinez, Ortiz, Steffen and
Chairman Kaptain. Nays: None.
