ELGIN LIQUOR CONTROL COMMISSION MEETING
December 3, 2025
The meeting was called to order by Chairman Kaptain at 4:30 p.m. in Conference Room 208,
South Wing of Elgin City Hall. Members present: Commissioners Good, Martinez, Ortiz,
Steffen and Chairman Kaptain. Absent: None.
Approval of Minutes
Commissioner Good made a motion, seconded by Commissioner Martinez, to approve the
minutes of the November 5, 2025, meeting as amended. Upon a roll call vote: Yeas:
Commissioners Good, Martinez, Ortiz, Steffen, and Chairman Kaptain. Nays: None.
Public Hearing on Consideration of an Application by Beer Runners LLC d/b/a The Bottle
Department for the Creation and Issuance of a New Liquor License Classification for the
Premises at 46 S. Spring Street
Corporation Counsel Beck gave an overview of the proposal ordinance based on the proposal
from the Bottle Department. Mr. Beck outlined the draft ordinance to create a new Class A-2
liquor license. The ordinance would be for consumption on the premises with limited retail sale
of alcoholic liquor in original package for specific parcels in the CC1 Center City Zoning
District with seating for not more than two hundred fifty (250) persons. The ordinance would
limit the building floor space to 30 percent for sales or display of package alcoholic liquor for
consumption not on premises and package goods sold in quantities of not less than 4 cans or
bottles to any customer. Finally, there would be no exterior signage, and the annual fee would be
set at $2,200.
The applicants addressed the questions from the commission regarding their business plan and
their timeline to open. He also requested that the quantity of goods sold be changed from 4 to 2.
There was discussion about this request and if video gaming would be allowed with this liquor
license class.
Commissioner Ortiz made a motion, seconded by Commissioner Martinez, to continue this item
to the January meeting. Upon a roll call vote: Yeas: Commissioners Good, Martinez, Ortiz,
Steffen and Chairman Kaptain. Nays: None

Public Hearing on Consideration of an Application by J&J Ventures Gaming, LLC d/b/a
J&J Ventures Gaming, LLC for a Video Gaming Terminals Distributor’s License in the
City of Elgin
Corporation Counsel Beck provided an overview of the application stating this was not a request
to increase the number of machines, rather the establishment was seeking to change their
distributor.
Commissioner Ortiz made a motion, seconded by Commissioner Martinez, to approve the
application by J&J Ventures Gaming, LLC d/b/a J&J Ventures Gaming, LLC for a Video
Gaming Terminals Distributor’s License subject to conditions. Upon a roll call vote: Yeas:
Commissioners Good, Martinez, Ortiz, Steffen, and Chairman Kaptain. Nays: None.

Commissioner Martinez made a motion, seconded by Commissioner Steffen, to adjourn the
meeting. Upon a roll call vote: Yeas: Commissioners Good, Martinez, Ortiz, Steffen and
