Notice is hereby given that the Enid Park and Recreation Board will meet in regular session at
1:30 PM on Tuesday, July 14, 2026, in the Lower Level Conference Room of the City
Administration Building of the Dr. Martin Luther King, Jr. Municipal Complex, located at 401
West Owen K. Garriott Road, in said city, and the agenda for said meeting is as follows:
NOTICE
All items on this agenda, including but not limited to items of business, are subject to
amendment, including additions and/or deletions. This rule will apply to every individual
agenda item without exception, and without providing this same amendment language with
respect to each individual agenda item. Such amendments should be rationally related to the
topic of the agenda item, or the governing body will be advised to continue the item.
Accordingly, the governing body may adopt, approve, ratify, deny, defer, recommend, amend,
strike, or continue any agenda item. When more information is needed, the governing body
may refer the matter to applicable city staff.

Minutes
The Enid Park and Recreation Board met in regular session at 1:30 PM on Tuesday,
June 9, 2026, in the Lower Level Conference Room of the City Administration Building
of the Dr. Martin Luther King, Jr. Municipal Complex, Enid, Oklahoma located at 401
West Owen K. Garriott Road, in said city, and the minutes for said meeting are as
follows:
1. CALL TO ORDER/ROLL CALL.
Donald John called the meeting to order with the following members present and
absent:
PRESENT: DeAnn Hale, Marsha Scott, Chris Burdick, Brandy Stewart, and Kevin
Frusti
ABSENT: Courtney Dennis
Staff present were Sports Coordinator Jessica Nelson, Event Coordinator Karen
Haggard-Perez, and Administrative Assistant Alejhandra Puente
2. MINUTES.
1. Consider approval of the minutes of the Enid Park and Recreation Board
Meeting of May 12, 2026.
Moved by DeAnn Hale, seconded by Marsha Scott, to approve the minutes of
the Enid Park and Recreation Board Meeting of June 9, 2026.
Motion carried by the following votes:
Ayes: Donald John, Chris Burdick, Brandy Stewart, Kevin Fusti, Marsha Scott,
and DeAnn Hale
3. BUSINESS.
1. Update on the Downtown Park development.
Discussion held by Jessica Nelson. Engineering Director Murali Katta-
Muddanna stated that the design is currently at 90% completion. Dirt work has
been placed on hold due to the weather. Towards the end of the week, there
will be 14,000 yards of dirt brought in. Chris Burdick stated that contractors are
working to have all dirt work complete before they begin to assemble the
Christmas tree.
2. Discuss a possible second Story Walk location at Glenwood Park.
Jessica Nelson stated the Library has received grant funding for this project.
This will be similar to the Story Walk at Champlin Park. The Library is still

working on the details for this project.
3. Update on the 250th Anniversary of the America Mural at Meadowlake Park
North.
Jessica Nelson presented pictures to the Board. The mural is painted on the
side of the old restrooms, which are now used for storage.
4. Update on recreation programs and Champlin pool activities.
Jessica Nelson stated the third annual Military Appreciation Swim was a
success. Swimming was free, and everyone was served hamburgers and hot
dogs. 45 people attended. The Youth Build helped with several projects before
opening. They built cornhole boards and helped put together many activities in
the new activity zone. The Koi Club has started. There are a total of 26 kids
registered, ages ranging from 7 to 14. All kids have been assessed and divided
into groups. Each child received swim caps and T-shirts. Pictures were
presented to the Board. NFL Flag Football is halfway through the season. Mrs.
Nelson presented the Championship rings that will be given to the winners of
the Super Bowl Sunday Championship this Sunday, June 28th. All ball games
have been moved to the following weekend due to the amount of rain we got.
Cardboard Boat Races will be on June 27th at 7 p.m., and the Dive-In Movie
will be on June 20th. Both event will take place at Champlin Pool.
5. Update on any past or upcoming special events.
Karen Haggard-Perez stated that the Fishing Clinic registrations are closed
and fully booked. The Game Wardens and Wildlife Refuges will be there to
help. Wildlife Refuge will help teach knot tying and casting. The Game
Wardens explain all rules and regulations. Pizza will be provided. The Dive-In
Movie is on June 20th, Cardboard Boat Races are on June 27th with a backup
date on July 11th, and the Fishing Derby is on July 4th.
6. Discuss any park maintenance issues.
Jessica Nelson stated that the Parks crews have been mowing. There are no
further maintenance issues to report at this time.
