Call to Order: Chair Garlets called meeting to order at 9:30 am. Members Present: Mary Garlets, Judy Janke, Blanche Reichert, Rachel Edwards, Maureen Kunde, Jeff Spillman, and Pennie Page Members Absent: Others Present: Parks and Recreation Director Kellee Omlid, Recreation Supervisor Missie Kohlbeck 2. Approve Agenda Staff would like to add the monthly report under Staff Report. Motion by Kunde to approve the agenda with this addition, seconded by Janke. All persons in favor (APIF). Motion carried. 3. Approve Minutes Motion by Spillman to approve April 13, 2026, meeting minutes, seconded by Edwards. APIF. Motion carried. 4. Presentations 5. Business Items 5.1 Cancellation of the June 8, 2026 Meeting The June meeting is typically cancelled due to summer programs beginning and seasonal staff orientation requiring the attention of Recreation Supervisor Kohlbeck. Motion by Edwards to cancel the June 8, 2026 meeting. The motion was seconded by Reichert. APIF. Motion carried. Page arrived at the meeting at 9:35 am. 6. Discussion Items 6.1 Review Arts and Crafts Fair Fundraiser Director Omlid reviewed the sign ordinance and reminded board members that as a city program the Rambling River Center needs to adhere to all city ordinances. Recreation Supervisor Kohlbeck reviewed the comments from the vendor’s evaluations of the event. Most of the vendors replied they would return in 2027. The profit was $1,287.82. 6.2 Coffee Café on the Minnwest Bank Patio Discussion regarding holding a Coffee Café on the Minnwest Bank Patio. MN Hospice has asked to schedule a veteran’s coffee on the third Wednesday of each month; this Page 4 of 17 date will need to be avoided. Further discussion regarding this doesn’t need to be a regular event but just hosting it a few times this summer. The third Tuesday in June, July, and August at 10 am were decided for the coffee event. 6.3 2026 Work Plan Progress Chair Garlets reviewed the Work Plan Progress. Raffle tickets will be sold during Top the Tater Days waffle breakfast on Saturday, June 27. Garlets and Janke will work from 8 to 10 am, Kunde and Edwards will work from 10 am to 12 pm. 7. Staff Report 7.1 Informational Updates • Farmington Greenhouse Fundraiser is completed. Staff will contact Farmington Greenhouse regarding the payment. • Top the Tater Days was discussed under Work Plan Progress. The board will not host tours of the Rambling River Center but will sell raffle tickets during the waffle breakfast. • Custom downspouts were installed to help to divert water from the Minnwest Bank Patio and parking lot. • The spring food truck event with the City of Empire Parks and Recreation Commission will be on Friday, May 15 at Stelzel Fields from 5 to 8 pm. • During April, the Rambling River Center had 1,911 participants in programs and 14 new members for a total of 407 members. 8.1. Advisory Board Roundtable Spillman – Asked how many apartments are occupied at the Rye. Director Omlid said it was full. Reichert – Nothing Page – Noticed that IKEA now has veteran’s parking. Wondering who the current Mayor is? Director Omlid explained that Councilmember Nick Lien was appointed as Mayor and Phil Windschitl was appointed to City Council. Both these positions will be on the ballot in November. Janke – Wanted to verify the veteran’s coffee is scheduled for Wednesday, May 20. Kunde – The Lighthouse Kitchen & Cafe offers a steak fry fundraiser. If the Rambling River Center is interested, we can sign up online. Edwards – Nothing Omlid – Went with City Administrator Gorski and Councilmember Cordes to visit Pat at Trinity Care Center. Respectfully Submitted Missie Kohlbeck, Recreation Supervisor Page 6 of 17 RAMBLING RIVER CENTER ADVISORY BOARD AGENDA MEMO To: Rambling River Center Advisory Board From: Missie Kohlbeck, Recreation Supervisor Department: Parks & Recreation Subject: Breakfast and Silent Auction Fundraiser Meeting: Rambling River Center Advisory Board - Jul 13 2026 INTRODUCTION: The breakfast and silent auction fundraiser have been held annually since 2007. DISCUSSION: In 2025, the breakfast generated a profit of $625.12, while the silent auction raised $1,458, resulting in a total profit of $2,083.12. Overall profits were down 41% compared with 2024. Because of the decline in both profits and attendance, Rambling River Center Advisory board members discussed possible changes to the event at their October 13, 2025, meeting. One proposal was to partner with a youth group to host a waffle breakfast and split the breakfast profits. Under this proposal, the silent auction would continue as part of the event, with all auction proceeds benefiting the Rambling River Center. ACTION REQUESTED: Rambling River Center advisory board members are asked to come to the meeting prepared to discuss and make a formal decision regarding the annual breakfast and silent auction fundraiser. This includes what the event is, the event date, menu, and ticket price. Page 7 of 17 RAMBLING RIVER CENTER ADVISORY BOARD AGENDA MEMO To: Rambling River Center Advisory Board From: Missie Kohlbeck, Recreation Supervisor Department: Parks & Recreation Subject: Raffle Fundraiser with the Farmington Rotary Meeting: Rambling River Center Advisory Board - Jul 13 2026 INTRODUCTION: The Rambling River Center and Farmington Rotary are partnering again on a raffle. The raffle tickets cost $52 and will be limited to 300 tickets sold. Prizes will be awarded beginning September 17, 2026. There will be $100 given away weekly and $250 given away quarterly. Every ticket drawn will be thrown back in for the next drawing, meaning ticket holders are eligible to win 56 times. DISCUSSION: Farmington Rotary has been allocated 150 raffle tickets to sell, and the Rambling River Center has also been allocated 150 tickets, for a total of 300 tickets available. Ticket sales will continue until Thursday, September 17 at 9:00 am, with the prize drawings beginning at 10:00 am the same day. Currently, the Rambling River Center has sold three (3) tickets. BUDGET IMPACT: The Rambling River Center and Farmington Rotary are both selling tickets. A total of 122 tickets must be sold to break even. Profit and/or loss will be split equally with the Farmington Rotary. There is potential to profit $4,650 each. ACTION REQUESTED: Advisory board members are asked to attend the meeting prepared to discuss and develop a plan for promoting and selling the Rambling River Center's raffle tickets. Page 8 of 17 RAMBLING RIVER CENTER ADVISORY BOARD AGENDA MEMO To: Rambling River Center Advisory Board From: Missie Kohlbeck, Recreation Supervisor Department: Parks & Recreation Subject: Veteran's Event to Celebrate 250 Years of American Freedom Meeting: Rambling River Center Advisory Board - Jul 13 2026 INTRODUCTION: The Rambling River Center Advisory Board (RRCAB) is hosting a veteran's meal to celebrate 250 years of American freedom on Monday, August 3 at 6:00 pm. DISCUSSION: The Yellow Ribbon Committee Chair promoted the 250 Years of American Freedom veteran's appreciation meal during the May Yellow Ribbon meal. The Yellow Ribbon meals are currently on their summer break and will resume in August with the event at the Rambling River Center. The Yellow Ribbon Committee Chair has informed staff that approximately 45 veterans are currently planning to attend. A more accurate attendance count will be provided as the event date approaches. The event has also been promoted through flyers, the veteran's coffee gathering, and The River newsletter. ACTION REQUESTED: Board members should come to the meeting prepared to discuss how they can assist with the veteran's appreciation meal on August 3 at 6:00 pm. DISCUSSION: An updated work plan is included in the meeting packet. The updated work plan shows in red what items have been completed during or after the May 11, 2026 meeting. Items in bold black were items completed prior to the May 11, 2026 meeting. ACTION REQUESTED: Advisory board members are asked to review the updated 2026 work plan prior to the meeting and come prepared to discuss, especially the items that were completed. The review also offers an opportunity for the advisory board to discuss work plan items they would like to work on at future meetings. ATTACHMENTS: 2026 Work Plan 071326 Page 10 of 17 Rambling River Center Advisory Board 2026 Work Plan Goal #1: Plan and host a veteran’s event to celebrate 250 years of American Freedom, 1776 – 2026. Objectives: 1. By April 1, details will be finalized for a veteran’s event celebrating 250 years of American freedom. Status: Completed. The Yellow Ribbon Network approved the Rambling River Center hosting a veteran’s dinner on Monday, August 3, 2026 at 6 pm. 2. By May 1, publicity will have started. Status: Completed. Flyers were shared at the May 4, 2026 Yellow Ribbon Network veteran’s dinner. 3. By August 1, the veteran’s event celebrating 250 years of American freedom will have happened. Goal #2: Celebrate volunteers at the Rambling River Center with a volunteer recognition event. Status: Completed Objectives: 1. By February 1, the advisory board will have discussed ideas for volunteer recognition. Status: Completed. Several ideas were discussed and a subcommittee of Edwards and Janke was formed at the January 12, 2026, meeting. 2. By March 1, program details will be finalized. 3. By April 1, all volunteers at the Rambling River Center will have been invited to participate. 4. By April 30, a volunteer recognition event will have happened to celebrate and honor the volunteers at the Rambling River Center. Status: Completed. The Volunteer Recognition Event was held on Thursday, April 9, 2026. Goal #3: Collaborate with Top the Tater Days for more involvement at the Rambling River Center. Objectives: 1. By March 1, a date, time, and details for a Top the Tater event will have been discussed. Status: Completed. The Rambling River Center will host tours and provide popcorn during the Trivia Mafia event hosted by the Farmington Library at the Rambling River Center on Thursday, June 25. Page 11 of 17 2. By May 1, details of the event will be finalized. Status: Completed. The Rambling River Center will conduct tours and sell raffle tickets during the Model Railroad Club’s display. 3. By June 30, the advisory board will have hosted a Top the Tater event. Status: Completed. Advisory Board members sold raffle tickets during the waffle breakfast on Saturday, June 27, 2026. 4. By August 1, the advisory board will have evaluated the event. Goal #4: Create curb and stripe parking in front of the McKnight Fitness Center where the former garage apron was located. Objectives: 1. By May 1, curb options will have been researched to add additional street parking in front of the Rambling River Center. Status: Completed. Concrete parking blocks have been researched. 2. By August 1, a curb solution will have been approved by City of Farmington Engineering and Public Works, and, if necessary, fundraising monies approved to pay for it. 3. By September 1, all materials to facilitate curbing will have been secured and/or arranged. 4. By October 31, curb and striping will have happened. Goal #5: Raise at least $15,000 from fundraising events and donations to fund future Rambling River Center capital improvements and/or equipment and furniture purchases. Objectives: 1. By March 1, discuss current fundraising events and make any changes necessary to existing fundraising events. By July 1, assist with and complete at least one fundraising activity. Status: Completed. The Son’s of the American Legion Omelet Breakfast was held on January 11, 2026. 2. By September 1, assist with and complete at least a second fundraising activity. Status: Completed. The Arts and Crafts Fundraiser was held on May 2, 2026. 3. By October 1, assist with and complete at least a third fundraising activity. Status: Completed. The Farmington Greenhouse Fundraiser was completed on May 7, 2026. 4. By December 31, assist with and complete at least a fourth fundraising activity. Goal #6: Participate in a park and facilities tour with the Parks and Recreation Commission and City Council. Objectives: 1. By March 1, the Advisory Board, Parks and Recreation Commission, and City Council will have identified a date to have a tour. Page 12 of 17 Status: Completed. Wednesday, August 19, 2026, at 6 pm has been identified as the date and time for the parks and facilities tour. 2. By June 1, a draft list of parks and facilities to tour will be reviewed by the Advisory Board. Status: Completed. A list of parks was reviewed at the May 11, 2026 meeting. 3. By July 1, a final list of parks and facilities to tour will be approved by the Parks and Recreation Commission. 4. By October 1, a parks and facilities tour will have occurred. Goal #7: Review and recommend 2027 Rambling River Center fees and charges to the city council. Objectives: 1. By August 1, review and discuss the 2027 RRC fees and charges and determine if any revisions should be made to the 2027 fees and charges. 2. By September 1, forward recommended 2027 RRC fees and charges to the Parks and Recreation Commission. 3. By October 31, the Parks and Recreation Commission will have reviewed and approved the 2027 RRC fees and charges and will recommend the City Council to approve them. 4. By December 31, the City Council will have acted on the Advisory Board and Parks and Recreation Commission recommended 2027 RRC fees and charges. Goal #8: Update Rambling River Center brochure to increase exposure in the Farmington Community focusing on residents living in apartments in Farmington. Objectives: 1. By March 1, research all apartments in the Farmington area. 2. By April 1, have a rough draft of the updated brochure. Status: Completed. A tri-fold brochure was reviewed and edited at the April 13, 2026 meeting. 3. By May 1, have a final draft of the updated brochure. Status: Completed. The tri-fold brochure was printed in-house and used at the Arts and Crafts Fundraiser. 4. By July 1, have the updated brochure printed. Status: Completed. Tri-fold brochures were printed in-house and ready for distribution. 5. By August 15, send introductory Rambling River Center materials to all apartments in the Farmington area. 6. By November 1, host at least two resident meetings in Farmington apartments to promote the Rambling River Center. Goal #9: Collaborate with the Parks and Recreation Commission and staff to update the 2050 Comprehensive Plan Parks, Recreation and Open Space Systems Plan. Page 13 of 17 Objectives: 1. By June 1, understand what the 2050 Comprehensive Plan Parks, Recreation and Open Space Systems Plan entails. 2. By October 1, participate, along with the Parks and Recreation Commission and staff, in a community engagement activity. 3. By December 1, participate, as needed, in preparing the plan. Goal #10: Review and update, if needed, the Financial Support Program (FSP) guidelines and information. Objectives: 1. By April 1, the Rambling River Center Advisory Board will have reviewed and approved any updates to the current FSP guidelines and application form. Status: Completed. The Rambling River Center Advisory Board reviewed the Financial Support Program at their March 9, 2026 meeting. 2. By July 1, review and approve any updates to the FSP funding amounts to individuals. Status: Completed. It was approved at the April 13, 2026 meeting to increase funding by $5 per person, bringing the total to $30 per person, effective at the start of the new fiscal year (July 1, 2026). 3. By August 1, review and approve any updates to the FSP informational literature and brochure. 4. By September 1, any changes or updates to the FSP will have been implemented.
