May 2025 Equipment Committee Sufficient Sufficient Points Purchase Unit# Year/Make/Model Replacement Item Vendor funds funds out of 15 Price Collected Budgeted 2015 John Deere 310SK 2025 Bobcat E60 + 6010 9.6 $110,550.11 WT Equipment Y N (WSEW_F041) attachments The ongoing water service line replacement project in Water/Sewer operations would benefit from an additional excavator to improve efficiency over the current wheeled backhoe. Excavators provide better maneuverability and reduce property damage risk in confined residential areas. Unit 6010, a 2015 wheeled backhoe lacks the auxiliary hydraulic capabilities needed to operate the Acme Trenchless Winch, a key tool for installing new water services. In on-going attempts to right size our fleet, replacing unit 6010 with an E60 Bobcat excavator would enhance field crew efficiency and align with the existing Bobcat excavator fleet standardization within the Water Sewer Department. 6010 will be surplused and replacement charges collected to date will purchase both the E60 and a trailer to transport it. All items below fall into this or other categories.** 2025 ABI Infield Rascal MVP 5049 2014 Lip Broom (PRKS_F018) 6.1 $8,444.00 LADD's Y N Towable Groomer The parent unit of 5049, unit 5048 experienced catastrophic engine failure and had to be replaced. The old attachment is not compatible with the new replacement unit, therefore a new groomer will need to be purchased. This towable groomer has historically been only usable on one specialized asset. This replacement will be usable on multiple assets as a self-powered towable attachment. 5109 2021 Hustler Super Z (PRKS_F046) 15 $12,718.00 2025 Hustler Super Z WT Equipment Y Y This mower has reached replacement and Fleet will be proceeding with a like replacement of this unit. The replacement mower will come with Flex Forks and an Advanced Chute System for Parks operations. 9287 2021 Bomag BW55 (WSEW_F095) 9.1 $8,816.02 2021 Bomag BW55 Springdale Tractor N N The current asphalt roller is having consistent issues. Repairs are required after almost each use of the machine requiring early replacement. Due to the frequent use of this equipment by water and sewer they cannot afford to have an unreliable roller for daily operations. Shortfall in collections will be made up with the surplus of this asset. EXP Expansion NA $6,676.83 Caterpillar BU118 Riggs CAT N N Transportation is in need of a broom to clean up milling debris while conducting street maintenance projects. The current machinery that they have been using doesn't adequately clean up the material that is left behind. The new machinery will lead to a cleaner job site with less debris left from street maintenance projects. Historically COF has performed these cleanups with both the Elgin street sweepers. This is not their intended function, and this has resulted in accelerated maintenance, repairs and downtime for both sweepers. This attachment for skid steers is specifically made for milling and paving cleanups. Fleet recommends purchase of this attachment. This will be a critical purchase since the delivery of the new Tymco street sweeper is slated for early June and Fleet does not want this new street sweeper used for milling and paving operations. Holden Industries EXP Expansion NA $18,489.00 Tandem Axle Trailer Y N Inc. With the surplus of unit 6010, fleet monthly replacement charges to date will be used for the purchase of the first item, the BOBCAT E60 presented on this list along with this tandem axle trailer to transport the E60. We will be buying this through the approved City Council Resolution of Bid # 25-33. This trailer will meet the trailer standardization specs for the Transportation and Water Sewer Departments.
