Approval of the March PNRCAAB Minutes. McGee to motion for approval, Hall to second. PNRCAAB Motion: 7-0-0. Please refer to the City of Fayetteville Video on Demand Archive for a detailed discussion of the item: https://reflect-fayetteville- ar.cablecast.tv/internetchannel/gallery/6?channel=1 New Business Approval to Utilize Parkland Dedication Funds for the Design of Kessler Soccer Improvements: Ted Jack Staff Ted Jack to propose usage of unencumbered SW quadrant bond funds at Kessler Soccer Park. In the year 2026, $99,366 will need to be spent on the limited- time bond funds, and $528,113 by 2027. The first step proposed on how to use those funds is to hire consultants and begin design work to add a full-sized soccer field with artificial turf, and a small natural turf soccer field, lighting, bleachers, sidewalks, drainage, landscaping and parking. The turf field would be considered not only an extra and much-needed field, but Championship field space. Jack asked for approval for $400,000 to be released from the Southwest Quadrant for Kessler Soccer Field Improvements Project. McGee to motion for approval, Hall to second. PNRCAAB Motion: 7-0-0. 113 West Mountain Fayetteville, AR 72701 (479)575-8323 www.fayetteville-ar.gov Meeting Minutes April 6, 2026 Page 3 of 6 Reports and Presentations Urban Forestry Update: John Scott Staff John Scott to give an update on Urban Forestry results from 2025, and plans for the department's Urban Forestry Master Plan goals for 2026. Scott's goal is to increase the City's overall tree canopy from 39% to 40.4% in 20 years. Through a recently implemented data collection process, staff are and plan to continue to track the removal and planting of trees in new development to make sure our canopy stays healthy. Scott to report that several events were organized for this year's first Earth Week, including tree and native shrub giveaways, a "bounty" photo contest for invasives removal, documentary film screenings, Talking to the Trees, dedicating this year's Amazing Tree winner in Wilson Park, among others. Several classes/hikes through the Fayetteville Community Forester Program were added in 2025 with great success and attendance. Park Land Dedication Update: Ted Jack Combined with Jack's earlier Project Updates. Active Transportation Advisory Committee: Doug Walsh Walsh to mention that the White River Greenway is 90% planned and is planned to be completed this summer. Walsh also reported that there are areas in need of more sidewalk access on the west side of town. Botanical Gardens Report: Elizabeth Cunningham n/a Arts Council Report: Coleman Warren CAP applications were approved for the first round of applicants, and money has been set aside for the second round of applications, which Warren encouraged interested applicants to apply for. Field and Partnership Report: Yarri Davis McGee to report Field and Partnership met with Friends of Fayetteville Parks to identify potential parcels for field space/park land acquisition, and plan to work to move forward. 2025 Parks and Recreation Annual Report: Alison Jumper 113 West Mountain Fayetteville, AR 72701 (479)575-8323 www.fayetteville-ar.gov Meeting Minutes April 6, 2026 Page 4 of 6 Postponed. Construction and HMR Report: Ted Jack Ted Jack reported that HMR totals have improved. Installation has begun at the Walker Park playground, and construction progress continues throughout the park. Artist Jeremy Navarette, who also painted the basketball courts at Walker, will also be painting the ceiling of the Large Pavilion at Walker Park. The Lake Fyaetteville Nature Trail contract is to go to the Council for approval. An Owl Creek public meeting is coming soon to involve the public in planning a 2-acre park in the newly dedicated park land, and also to discuss connecting trails to the facility. Approval of the February Parks, Natural Resources & Cultural Affairs Meeting Minutes. Approval of the March Minutes. Hall to motion for approval, Cunningham to second. PNRCAAB Motion: 8-0-0 Please refer to the City of Fayetteville Video on Demand Archive for a detailed discussion of the item New Business Kessler Mountain Skills Park - OORC Davis to recuse himself from Board duties to act as presenter of the proposed Kessler Mountain Skills Park | OORC adaptive design concept. The park addition will be privately funded by donors, and besides permission to use the existing 15-acre park space, they have also asked for a long-term maintenance support partnership with the City of Fayetteville. Davis to propose site-compatible features, making sure to add adaptive design features as well. Davis to declare that the new skill-building addition would benefit the local NICA community, off-road cyclists, our existing and established recreation brand, and the public. PNRCAAB Motion: 7-0-0. Reports and Presentations Parks and Recreation Spring Program Overview: Tiffany Hoover Assistant Superintendent Tiffany Hoover to give an overview of spring recreation. Youth and Adult soccer seasons launched at Kessler Soccer Complex in March. Adult and Youth softball began spring seasons at Gary Hampton and Lake Fayetteville. Racket sports also kicked off in March, offering Youth and Adult leagues in pickleball and tennis at Wilson Park. Pickleball Tournament Wilson Park Rumble is planned for the end of April at Wilson Park. The YRCC's after-school program runs daily in the newly expanded facility. A daily Spring Break camp will also be hosted at the Center again this year, along with a home school PE program 2 x's a week for the rest of the school year. More teens have been participating, so YRCC created a Teens-only night. The Little Hoops basketball program is new at the YRCC for K - 2nd grade, and teaches basketball fundamentals. Spring Square 2 Square Bike Ride, offered in both the spring and fall, is in its 11th year collaborating with Bentonville Parks, and will finish in the Upper Ramble. Other events taking place in the Parks: the Pro Cup at Centennial, and Ragnar Trail Race in April. Swim lessons registration opened in March and staff are interviewing for seasonal summer staff as well. Adult Volleyball wraps up on March 17. Fayetteville Youth Baseball season also began at Kessler and White River Baseball Complexes. Active Transportation Advisory Committee: Doug Walsh n/a Botanical Gardens Reports: Elizabeth Cunningham Cunningham to report on Botanical Gardens' upcoming events. Encourages BGO membership to receive early entry, discounts and other member benefits. Arts Council Report: Coleman Warren Warren to report that the Arts Council selected Nelson Hackett finalists to present proposals for the next section of mural. CAP application reviews are to occur in April. Field and Partnership Report: Yarri Davis Josh McGee has been named Chair of Field and Partnership committee. Land has been reviewed, and new members are up to speed before the next meeting. Memorial Bench Program Update 113 West Mountain Fayetteville, AR 72701 (479)575-8323 www.fayetteville-ar.gov Meeting Minutes March 2, 2026 Page 4 of 5 Melissa Evans to report that Parks Planning has updated the Memorial Bench Program, with the program now offering a digital application process and fee structure to have a bench dedicated with a plaque and placed in Parks. Construction and HMR Report: Ted Jack Ted Jack to report on construction updates and HMR report details. Walker Park progress continues with courts being poured and field space being sectioned off, with lights also being added for evening recreation capability. Bryce Davis is looking to wrap up by early fall, the dog park is almost complete and more work continues on the playground. Underwood moves along with concrete being poured for pickleball courts. HMR is down 1.6% from last year at this time. Park Land Dedication Next Chapter Neighborhood Development Name: Next Chapter Neighborhood Engineer: Crafton Tull (T.
