Adjournment City of Fayetteville, Arkansas Page 2  Transportation Committee Memo Meeting of December 30, 2025 To: Transportation Committee Thru: Keith Macedo, Chief of Staff From: Chris Brown, Public Works Director Subject: Review of a revised concept for the Appleby/Plainview/Rolling Hills Connection Project and discussion of right of way acquisition status Recommendation: Background: This project, as initially conceived, includes an extension of Rolling Hills Drive into the Fiesta Square Shopping Center, a street connection from Appleby to Rolling Hills Drive, and an extension of Plainview Drive south into the Fiesta Square Shopping Center. Schematic designs includes a roundabout on the east side of the shopping center at the intersection these streets. The recently completed 71B Corridor study identified traffic congestion between Rolling Hills and Joyce Blvd. as a major concern. This connection will provide an alternate route for traffic moving between Rolling Hills Drive and Millsap and will provide for better east-west and north/south connections in the area. A multi-use trail was also planned to provide a north-south route parallel to Hwy 71B, and to connect existing bike facilities on Appleby Rd. and Rolling Hills Dr. Design began in 2020, and initial concepts were presented in 2021. Since that time, staff has been working with adjacent owners to develop designs that are mutually acceptable to those owners and the city. Discussion: Resolution 158-20 authorized right of way acquisition on the project; however, the estimated acquisition costs in that approval were not adequate. Approval of the city council resolution will allow for acquisition of the remaining tracts.Acquisition costs for this project will be paid for with the funds from the 2022 Transportation Bond Fund.
