Parks and Recreation Advisory Committee Regular Meeting June 9, 2026 The Parks and Recreation Advisory Committee met for a regular meeting on Tuesday, June 9, 2026, at 5:00 p.m., located in Commission Chambers at City Hall 204 Ash Street. 1. CALL TO ORDER The meeting was called to order at 5:00pm 2. ROLL CALL Present: Member Snyder, Member Spaulding, Member Pearlstine, Vice Chair Cocchi, Chair Camera (absent), Member Mountjoy, Member Curry (absent), Member Gunn (absent), Member Pelican 3. PLEDGE OF ALLEGIANCE 4. APPROVAL OF MINUTES 4.1 May 2026 Regular Meeting Minutes (Committee to Approve Minutes) Member Synder made a motion to approve. Member Pearlstine seconded the motion. DISCUSSION ITEMS 6.1 Waterfront Park phase II (update from staff on conceptual plan) Jacob Platt presented the conceptual design and asked for feedback 6.2 Fernandina Beach Golf Club (5-year capital investment plan) Jeffrey Biggers presented the 5-year capital investment plan for the Fernandina Beach Golf Course 7. STAFF COMMENTS 7.1 Golf Club and Parks & Recreation Updates (Projects and Programs Update) Scott Mikelson, Director of Parks and Recreation, gave an update on Parks and Recreation Jeffery Biggers, Golf Course General Manager, gave an update on Golf 8. BOARD MEMBER COMMENTS Board members provided additional comments and discussions 9. ADJOURNMENT: Chair Camera adjourned the meeting. The meeting was adjourned at 5:57pm Approved by: _______ Chair, Thomas Camera Parks & Recreation Advisory Committee (PRAC) Advisory Committee Assignment Updates Facilities (Lighthouse, MLK Jr. Center, Atlantic Recreation Center, and Peck Center) Lighthouse • Moving forward with installation of pavers at the base of the lighthouse. • Proceeding with repairs to damaged sections of the perimeter fence. • Evaluating improvements to the visitor experience, including stormwater management enhancements. Assigned Members: Tom Camera John Pelican Bosque Bello Cemetery Construction design work for the columbarium is progressing. Assigned Members: Elise Pearlstine Tom Camera Youth Sports / Athletic Fields (Central Park, Ybor Alvarez, Elm Street, Hickory, Peck Field, and Joe Velardi) Ybor Alvarez Awaiting a revised site layout that maintains the existing soccer field locations. Once completed, the plan will be submitted to the FAA for review and approval. MLK Athletic Complex Conceptual designs will be presented and reviewed with Elm Street Little League, the Sportsman Association, and the public during an upcoming Town Hall meeting. Assigned Member: Jack Gunn Public Art Member Kendall Curry and Vice Chair Sheila Cocchi will provide a Public Art update during the August PRAC meeting. Assigned Members: Kendall Curry Sheila Cocchi Special Events Staff is continuing to revise the Special Events Ordinance in coordination with the City's Legal Department. Once finalized, the ordinance will be presented to the City Commission for first and second readings. Assigned Members: Jack Gunn Kendall Curry Parks / Playgrounds The conceptual design for Sunrise Park has been received and is included in the proposed FY27 Capital Improvement Program. Assigned Member: Elise Pearlstine Capital Planning, Master Plan, and Master Fee Schedule • Phase 1 of the Parks & Recreation Master Plan was presented to the City Commission on March 3 and returned to staff for revisions. The updated plan was presented to the Commission on July 7. • Staff is currently updating the Parks & Recreation Master Fee Schedule for FY27.
