August 18, 2025
A Motion was made by Craig Much to approve the August 18, 2025
minutes and seconded by Patrick Mullen and the motion was
Passed.

PUBLIC HEARING
Special User Permit 2025-12
Location: 556 South Military Road
Applicant: Rey's Automotive, LLC
Proposal: Allow For The Use As An Automotive/Engine Repair, Body
Shop, Detail Shop, Painting, And Service Garage.

Conditions of Approval:
1. Any deviation to the proposed use as presented will require a
resubmittal for a Special Use Permit, including any change in
business hours. No automotive repairs will be undertaken before
10:00am or after 7:00pm.
2. No maintenance work or repairs shall be undertaken outside of
the building. This applies to both the single car garage and the
future new building.
3. No outdoor storage of tires, vehicle parts or related items.
4. All vehicles parked outside on the lot will be maintained in
good condition and operable. No junk cars may be stored outside on
the property.
5. Vehicles will not be parked on any grass or unpaved surface.
6. Failure to comply with the conditions may result in revocation
of the Special Use Permit.
7. A detailed site plan will be required for the construction of a
new building, any paving or improved surface of the lot.
Mr. Delarosa expressed concern for an auto repair facility in
close proximity to the office building his owns within the city on
Hickory Street. He also expressed concern about whether the owner
would be invested in the ongoing care and maintenance of the
property or if he would not be actively involved in the ongoing
property development and maintenance.
A Motion was made by Leonhard to approve a Special Use Permit to
allow for use as an automotive/engine repair, body shop, detail
shop, painting, and service garage subject to the conditions of
approval listed and seconded by TerBeest. Motion was Passed.

Wisconsin Court For Women On The Path To Recovery.

Benson explained the Plan Commission approved the Special Use
Permit in May with the added condition of a review of such at the
September Plan Commission meeting. Letters were sent out to the
adjoining property owners reminding them of the meeting. Benson
reported staff has not received any complaints, communications or
other feedback on the Special Use Permit or any concerns related
to the topics discussed at the May meeting. Ms. Mulder was present
and stated she had not received any feedback. Benson stated no
further action is required and no additional reviews will be
scheduled with the Plan Commission.
Zoning Code Updates - Residential District Regulations
Proposed Zoning Code Amendments – Residential District Regulations
– Permitted Use and Bulk Requirements (Setbacks, Lot Size, Lot
Dimensions)
Benson reviewed proposed zoning code updates to the residential
district regulations. These proposed language relates to permitted
uses within each district and bulk requirements such as minimum
lot sizes and minimum lot dimensions. The proposed updates are
part of ongoing recommendations from the 2040 Comprehensive Plan
and Housing Study to facilitate housing development opportunities.
The proposal would allow additional densities in areas near
commercial or multifamily districts in R-1 and R-2 Districts.
Plan Commission members discussed the proposed updates. Staff will
return with additional information with the intention of a public
hearing at the November meeting.
ACTION
Five Year (2026-2030) Capital Improvement Plan
Initiator: Tricia Daci, Director of Administration
Davi explained the role of Plan Commission in the review of the
Capital Improvement Plan and its included projects. Davi and
Benson answered questions regarding the included projects. A
Motion was made by Schumacher to recommend approval of the Five
Year (2026-2030) Capital Improvement Plan to the City Council and
seconded by Giese-Kent. Motion was Passed.
