SETTING OF THE AGENDA
1. Consideration Of Changes In Agenda And Setting The Agenda
CITIZEN COMMENTS (Open for citizens to be heard on any issue or concern, including those related to
items on the agenda. Please submit a Speaker Card at the beginning of the meeting if you would like to
address the Board/Commission. If you would like to speak on an agenda item, the Chair will hold your
comment until the public comment period associated with the item. As provided by law,
Boards/Commissions shall make no decisions or consideration of action of citizen comments for items not
on the agenda, except to refer the matter to the City Administrator/Staff for administrative consideration,
or to a schedule the matter for consideration at a later date. Those addressing the Board/Commission are
requested to come to the microphone and identify themselves by name and address for the official record.
The Chair may restrict the period for public comment, including the length of the public comment period,
the number of individuals who can speak and the length of time each individual may speak. When time
allows, the standard individual public comment time is two minutes.)
Comments on agenda items may be made in person or by emailing recorder@franklintn.gov before noon

A motion was made by Alderman Clyde Barnhill, seconded by Vice Chair Greg Caesar to Approve the
Agenda as Submitted. The motion passed 3-0.

12, 2026 Beer Board Minutes. The motion passed 3-0.

3. Consideration Of Application Of Downtown Franklin Rotary Club, D/B/A Hog Ball, Eastern Flank
Battlefield, 1368 Eastern Flank Circle, Franklin, TN 37064, Roger Walters, Managing Agent, For Special
Event, Event Date And Hours: October 3, 2026 4:00 PM - 10:00 PM
Sponsors:
Adam Caldwell and Roger Walters, Downtown Franklin Rotary Club members, were in attendance to answer
any questions from the Board. Ms. Davey stated that staff is recommending approval of the special event
application. Mr. Caldwell and Mr. Rogers explained that this is the fifth annual Hog Ball, and all fundraising
proceeds are distributed to five local charities.
A motion was made by Alderman Clyde Barnhill, seconded by Vice Chair Greg Caesar to Approve the Beer
Permit. The motion passed 3-0.
4. Consideration Of Application Of Roots Prime Chophouse LLC, D/B/A Roots Prime Italian Chophouse,
440 Cool Springs Boulevard, Franklin, TN 37067, Jose Serrato, Managing Agent, For On-Premises
Consumption
Sponsors:
Jose Serrato, owner of Roots Prime Chophouse, was in attendance to answer any questions from the Board. Ms. Davey
explained that this application is for a new business in the City, and staff is recommending approval contingent upon the
receipt of the Certificate of Occupancy. Mr. Serrato also owns Serrato's Steakhouse in Franklin, Brentwood, and Bellevue.
A motion was made by Alderman Clyde Barnhill, seconded by Vice Chair Greg Caesar to Approve the Beer
Permit Contingent Upon Receipt of the Certificate of Occupancy. The motion passed 3-0.
