GENEVA CITY COUNCIL MEETING OCTOBER 7, 2013 CALL TO ORDER The October 7, 2013 meeting of the Geneva City Council was called to order at 7:00 p.m. in the Council Chambers of City Hall by Mayor Kevin Burns. Aldermen present: Chuck Brown, Mike Bruno, Don Cummings, Dean Kilburg, Craig Maladra, Richard Marks, Tom Simonian, Ron Singer, Dawn Vogelsberg. Aldermen absent: Dorothy Flanagan. Also attending: City Atty. Charles Radovich, City Administrator Mary McKittrick, Asst. City Administrator/Dir. of Administrative Services Stephanie Dawkins. PLEDGE OF ALLEGIANCE Led by Webelos Den 5 from Cub Scout Pack 137 at Williamsburg Elementary in Geneva. PUBLIC HEARINGS, SPECIAL ITEMS AND PRESENTATIONS Proclaim October 6-12, 2013 as “Fire Prevention Week” Moved by Ald. Marks, seconded by Ald. Singer to proclaim Oct. 6-12, 2013 as “Fire Prevention Week.” Carried unanimously by voice vote. MOTION CARRIED Proclaim October 21-27, 2013 as “Red Ribbon Week” Representing Students Against Destructive Decisions (SADD) were GHS seniors Maria Ernst and Allie Brinker. They explained the purpose of “Red Ribbon Week” and the events planned to observe it. Mayor Burns presented the students with a copy of the proclamation. They received a round of applause. Moved by Ald. Marks, seconded by Ald. Bruno to proclaim Oct. 21-27, 2013 as “Red Ribbon Week.” Carried unanimously by voice vote. MOTION CARRIED OMNIBUS AGENDA All items listed on the Omnibus Agenda are considered to be routine by the Council and will be enacted by one motion. There will be no separate discussion on these items unless a Council member or citizen so requests in which event the item will be removed from the Omnibus (Consent) Agenda and considered in its normal sequence on the Agenda. MOTION CARRIED Approve Ordinance 2013-33 Amending Title 4, Chapter 2 (Liquor Control), Section 4-2 11 (License Classifications) Establishing One (1) Class C-7 Liquor License Moved by Ald. Singer, seconded by Ald. Kilburg to approve motion as presented. Approved by unanimous roll call vote. (Omnibus Agenda). MOTION CARRIED NEW BUSINESS Questions from the Audience Pack 137 leader Jeremy Paschke asked over what period does the municipal bills for payment represent. Mayor Burns said over approximately two weeks, with Ald. Brown adding that the amounts can vary widely from period to period. Questions from other audience members were (1) which city officials are elected and which appointed, and (2) are there plans to repair pot holes on State St. Regarding the latter, Mayor Burns said that State St. is a State highway and the State is without funds at this point. He added that the City will do some spot repairs and patching. Ald. Singer added that he attended an IDOT function this past week and was told that the State plans to repave Rte. 38 (State St. in Geneva) from the Fox River to Elburn within the next 18 months as funding becomes available. Special Committee of the Whole Meeting October 9 Ald. Kilburg reminded those present that a special COW/Geneva Housing Task Force meeting will be held Wednesday, Oct. 9, at 7:00 p.m. in Council Chambers to discuss the Homes for a Changing Region Project. ADJOURNMENT There being no further business, moved by Ald. Marks, seconded by Ald. Singer to adjourn the Geneva City Council meeting. Carried by voice vote.
