GENEVA CITY COUNCIL MEETING
NOVEMBER 18, 2013
CALL TO ORDER
The November 18, 2013 meeting of the Geneva City Council was called to order at 7:00
p.m. in the Council Chambers of City Hall by Mayor Kevin Burns. Aldermen present:
Chuck Brown, Mike Bruno, Don Cummings, Dorothy Flanagan, Dean Kilburg, Craig
Maladra, Richard Marks, Tom Simonian, Ron Singer, Dawn Vogelsberg. Aldermen
absent: None. Also attending: City Atty. Charles Radovich, City Administrator Mary
McKittrick, Asst. City Administrator/Dir. of Administrative Services Stephanie Dawkins,
Community Development Director Dick Untch, Police Chief Steve Mexin.
PLEDGE OF ALLEGIANCE
PUBLIC HEARINGS, SPECIAL ITEMS AND PRESENTATIONS
Proclaim November 18-22, 2013 as American Education Week
Anna Dispensa, GHS student representative for the SPAC student government program,
explained the activities that will take place during American Education Week, including
students meeting with and “shadowing” City staff members during the morning of Nov.
19, a mock city council meeting, a luncheon with elected officials from the city and
school district, and a leadership breakfast on Nov. 20.
Moved by Ald. Marks, seconded by Ald. Singer to proclaim Nov. 18-22, 2013 as
American Education Week. Carried unanimously by voice vote. MOTION CARRIED
Mayor Burns presented Ms. Dispensa with the American Education Week proclamation.
Police Department Presentation
Chief Mexin gave a PowerPoint presentation on the new Illinois conceal carry law.
Topics covered included an overview of the law, the application process, qualifications,
licensing, locations where firearms are prohibited, and penalties. He then took questions
from Council members. Chief Mexin said that the Police Dept. section on the City
website has a link to the page on the State Police website dealing with the conceal carry
law. On a request from Ald. Marks, Chief Mexin said that he would have his
presentation posted on the City website.
OMNIBUS AGENDA
All items listed on the Omnibus Agenda are considered to be routine by the Council and
will be enacted by one motion. There will be no separate discussion on these items unless
a Council member or citizen so requests in which event the item will be removed from
the Omnibus (Consent) Agenda and considered in its normal sequence on the Agenda.

Approve Ordinance 2013-44 Amending the City of Geneva Downtown/Station-Area
Master Plan for Properties Located at 102, 120, 132 and 210 S. Bennett Street, 228
and 306 Crissey Avenue, 4 and 12 E. State Street
Moved by Ald. Brown, seconded by Ald. Maladra to approve Ord. 2013-44 amending the
City of Geneva Downtown/Station-Area Master Plan for properties located at 102, 120,
132 and 210 S. Bennett St., 228 and 306 Crissey Ave., 4 and 12 E. State St.
Ald. Bruno said that he would continue to oppose this ordinance because he felt that it
changes the master plan for the wrong reason and that there is confusion concerning that
plan. Roll call:

Approve Ordinance No. 2013-43 Authorizing Rezoning (Zoning Map Amendment) from
R1 Low Density Single-Family Residential District (Residential Area 1) to R1 Low
Density Single-Family Residential District (Residential Area 2) for Properties Located at
102, 120, 132 and 210 S. Bennett Street and 228 Crissey Avenue
Moved by Ald. Singer, seconded by Ald. Brown to approve motion as presented.

NEW BUSINESS
Relocation of Polling Places
Ald. Singer said that he has received queries from constituents regarding relocations of
precinct polling places. He has contacted the County Clerk’s office and was told that the
most convenient polling places are not ADA (Americans with Disabilities Act) compliant
and/or lack sufficient parking. It was recommended to Ald. Singer that those who find
their new polling place to be inconvenient should vote early at more convenient County
sites. He said those with questions should contact the County Clerk’s office at 630-232-
5990 or refer to the Clerk’s website.
Unsolicited Newspapers
Ald. Vogelsberg said she received a call from a constituent who is receiving unwanted
local newspapers to which she does not subscribe. Mayor Burns said that this issue has
come up before and unsolicited newspapers can be delivered under First Amendment
rights, even though the City has asked the newspapers to be more considerate.
Avoid Raking Leaves into the Gutters
Ald. Flanagan reminded those raking leaves to keep them out of the gutter to prevent
clogging city sewers.

There being no further business, moved by Ald. Marks, seconded by Ald. Cummings to
adjourn the Geneva City Council meeting. Carried by voice vote.
