GENEVA CITY COUNCIL MEETING DECEMBER 16, 2013 CALL TO ORDER The December 16, 2013 meeting of the Geneva City Council was called to order at 7:00 p.m. in the Council Chambers of City Hall by Mayor Kevin Burns. Aldermen present: Chuck Brown, Mike Bruno, Don Cummings, Dorothy Flanagan, Dean Kilburg, Craig Maladra, Richard Marks, Tom Simonian, Ron Singer. Aldermen absent: Dawn Vogelsberg. Also attending: City Atty. Charles Radovich, City Administrator Mary McKittrick, Asst. City Administrator/Dir. of Administrative Services Stephanie Dawkins, Public Works Director Dan Dinges, Economic Development Director Ellen Divita, Communications Coordinator Kevin Stahr. PLEDGE OF ALLEGIANCE Led by Harrison Street School Cub Scout Pack 111. PUBLIC HEARINGS, SPECIAL ITEMS AND PRESENTATIONS City Communications Presentation Coordinator Stahr presented the components and scope of the City’s expanded communications program, which provides public information through multiple resources. He began by discussing the preparation and distribution of press releases, noting that the City has more than 100 media contacts. He then covered online services, including the City’s redesigned website, social media usage, GenevaMail and the newsletter. In addition, he addressed print information efforts, the Geneva Broadcast Network (GBN) and personal contact. He then took questions from the Council. OMNIBUS AGENDA All items listed on the Omnibus Agenda are considered to be routine by the Council and will be enacted by one motion. There will be no separate discussion on these items unless a Council member or citizen so requests in which event the item will be removed from the Omnibus (Consent) Agenda and considered in its normal sequence on the Agenda. Flanagan, in whose ward the resolution pertains, addressed questions raised by Ald. Brown at the Dec. 9 Committee of the Whole meeting. She said that she and Ald. Singer have been told that reserve funds are available to cover sidewalk snow removal in a defined area near Williamsburg School this year. Singer, seconded by Ald. Maladra to authorize Staff to release a request for proposal for a downtown TIF District eligibility study and preparation of a redevelopment plan and project. Ald. Maladra asked as to why the proposed TIF study area includes both commercial and residential properties, which he felt was inconsistent. Dir. Divita responded that consistency is not just a question of land use but also a question of study area. She added that commercial area studies of this type typically include part of the surrounding residential area, and that with a TIF study in Illinois, the best practice is to carry it across the state right-of-way so as to include possible infrastructure improvement in the TIF funding. Flanagan wished all a Merry Christmas and Happy New Year. Volunteer Home Repair Assistance Referring to an email inquiry from Ald. Bruno regarding home repair assistance, Admin. McKittrick said that those in need of basic home repair assistance can contact the Home Assistance Volunteer (HAV) effort. The Batavia group assists in minor home repairs by volunteering the labor.
