GENEVA CITY COUNCIL MEETING
MARCH 17 , 2014
CALL TO ORDER
The March 17, 2014 meeting of the Geneva City Council was called to order at 7:00 p.m.
in the Council Chambers of City Hall by Mayor Kevin Burns. Aldermen present: Chuck
Brown, Mike Bruno, Don Cummings, Dorothy Flanagan, Dean Kilburg, Craig Maladra,
Richard Marks, Mary Seno, Tom Simonian, Ron Singer. Aldermen absent: None. Also
attending: City Atty. Charles Radovich, City Administrator Mary McKittrick, Asst. City
Administrator/Dir. of Administrative Services Stephanie Dawkins, Public Works Director
Dan Dinges, Economic Development Director Ellen Divita, Community Development
Director Dick Untch, Police Chief Steve Mexin, Fire Chief Steve Olson.
PLEDGE OF ALLEGIANCE

PUBLIC HEARINGS, SPECIAL ITEMS AND PRESENTATIONS
Recognize Eagle Scout Alex Hass for Oak Hill Cemetery Project
Mayor Burns recognized Eagle Scout Alex Hass, who explained how he and his team
improved the landscaping around the Oak Hill Cemetery maintenance building as his
Eagle Scout project. Mayor Burns presented Scout Hass with an Eagle Scout
Recognition Certificate. He received a round of applause.
Approve Mayor’s Appointment of Lori Loehr to Economic Development Commission
Moved by Ald. Brown, seconded by Ald. Marks to approve the Mayor’s appointment of
Lori Loehr to the Economic Development Commission. Carried unanimously by voice
vote. MOTION CARRIED
Ms. Loehr said she looks forward to helping build relations with current business owners
and looking for opportunities to attract new businesses to Geneva.
OMNIBUS AGENDA
All items listed on the Omnibus Agenda are considered to be routine by the Council and
will be enacted by one motion. There will be no separate discussion on these items unless
a Council member or citizen so requests in which event the item will be removed from
the Omnibus (Consent) Agenda and considered in its normal sequence on the Agenda.
Moved by Ald. Singer, seconded by Ald. Bruno to approve the Omnibus Agenda as
presented. Roll call:

COMMITTEE OF THE WHOLE ITEMS OF BUSINESS
Approve Resolution 2014-06 Authorizing Execution of Contract with Kramer Tree
Specialists, Inc. for Brush and Leaf Collection Services
Moved by Ald. Marks, seconded by Ald. Maladra to approve Res. 2014-06 authorizing
execution of a contract with Kramer Tree Specialists, Inc. for brush and leaf collection
services.
Ald. Brown, who voted against the resolution at the March 10 Committee of the Whole
meeting, said he would now vote in favor of the resolution. He thanked Staff for
answering his questions.
Ald. Cummings said he could not vote for a contract of nearly $2 million without
encouraging that the contract to be put out for bid. Ald. Kilburg asked how the rates
quoted by Kramer for emergency services compare to the rates paid in the past. Dir.
Dinges answered that Kramer, to this point, has not supplied emergency services.
Ald. Simonian asked how Kramer’s emergency rate schedule compared to the City
providing the service. Dir. Dinges said the City would be less expensive, but the City
does not utilize the same equipment Kramer does, making it difficult to compare. On a
question from Ald. Flanagan, Dir. Dinges said the City has performed past emergency

clean-ups, which have not been extensive. If a more extensive clean-up should be
needed, he said the City and Kramer could work together.
Ald. Singer said he would vote against the resolution because he is opposed to a five-year
contract. With no further discussion, roll call:

Approve Resolution 2014-07 Awarding Purchase of a Digger/Derrick Truck from Dueco
in the Amount of $222,207

Approve Resolution 2014-08 Authorizing Execution of Plat and Grant of Easement for

NEW BUSINESS
Announce Water and Wastewater Operator’s Week March 17-23
Mayor Burns announced that March 17-23 has been designated Water and Wastewater
Operator’s Week in Illinois. He recognized Water & Sewer Division Supt. Bob
VanGyseghem and his staff for their outstanding service.
Recognize Geneva First Responders’ Performance at Fire
Ald. Bruno paid tribute to Geneva’s first responders who, early Sunday morning, led the
inhabitants from their burning house to safety.
ADJOURNMENT
There being no further business, moved by Ald. Marks, seconded by Ald. Singer to
adjourn the Geneva City Council meeting. Carried by voice vote.
