GENEVA CITY COUNCIL MEETING
OCTOBER 6, 2014
CALL TO ORDER
The October 6, 2014 meeting of the Geneva City Council was called to order at 7:00 p.m.
in the Council Chambers of City Hall by Mayor Kevin Burns. Aldermen present: Mike
Bruno, Don Cummings, Dorothy Flanagan, Dean Kilburg, Craig Maladra, Richard
Marks, Mary Seno, Tom Simonian, Ron Singer. Aldermen absent: Chuck Brown. Also
attending: CityAdministrator Mary McKittrick, Asst. City Administrator/Dir. of
Administrative Services Stephanie Dawkins, Public Works Director Richard Babica,
Economic Development Director Ellen Divita, Community Development Director Dick
Untch, Police Chief Steve Mexin, Fire Chief Steve Olson, Information Technologies
Manager Peter Collins.
PLEDGE OF ALLEGIANCE
PUBLIC HEARINGS, SPECIAL ITEMS AND PRESENTATIONS
Approve Mayor’s Appointment of Jennifer McMahon to Fire and Police Commission
Moved by Ald. Singer, seconded by Ald. Marks to approve the Mayor’s appointment of
Jennifer McMahon to the Fire and Police Board. Carried unanimously by voice vote.

Approve Mayor’s Appointment of Tim Lynch to Economic Development Commission
Moved by Ald. Marks, seconded by Ald. Singer to approve the Mayor’s appointment of
Tim Lynch to the Economic Development Commission. Carried unanimously by voice
vote. MOTION CARRIED
Mr. Lynch said he felt privileged to serve on the Economic Development Commission.
Recognize ESDA Volunteer Dale Warfel on 30 Years of Service
Mayor Burns asked Mr. Warfel to come forward. Mr. Walfel introduced his family, then
recounted some of his experiences over his 30 years with ESDA, including encounters
with severe weather. He also spoke to the many Geneva festivals where he was on duty.
Mayor Burns presented Mr. Warfel with a Certificate of Appreciation, after which Mr.
Warfel received a standing ovation.
Proclaim Oct. 5 – 11 as Fire Prevention Week
Moved by Ald. Marks, seconded by Ald. Cummings to proclaim Oct. 5-11 as Fire
Prevention Week. Carried unanimously by voice vote. MOTION CARRIED
“Picture-Perfect Community” Program
Calling attention to the slide program appearing on the Council Chambers’ screens,
Admin. McKittrick explained that it was titled “Geneva – a Picture-Perfect Community,”
prepared by Communications Coordinator Kevin Stahr. She explained that during the
2013-14 severe winter, Coordinator Stahr, in order break the monotony and lighten the
situation, asked residents to submit personal winter photos. She said the photos were
posted on the City’s website and received an enthusiastic response. The popularity of the
program, she added, has resulted in an ongoing seasonal program of requesting resident
photos that showcase why people love living in Geneva. She said the photos, which can
be submitted via smart phones, provide another way for the City to interface with the
residents and utilize the City’s social media.

State Representative Candidate
Mayor Burns recognized Valerie Burd, who earlier distributed copies of “A Citizen’s
Guide to Preserving the Fox River,” published by her and her husband through their
media company. She also is running for state representative in the fiftieth district.
Department Report Presentation: Information Systems/Administrative Services
IT Mgr. Collins gave a presentation developed by him and IT Technician Mitch Radman.
He first covered the scope of the Information Technologies Division’s responsibilities.
He then addressed recent projects, including migration to the New World software and
development of the City’s new website among others. He then moved on to upcoming
projects, including upgrading older equipment and continued City program development
for channel 10. He said the most immediate project is to establish a redundant fiber path
to the eastside fire station. He concluded with an overview of the division. He then took
questions.
Questions involved lag time on airing rebroadcasts of city meetings, the agreement with
the school district in sharing IT resources, the possibility of cable competition in Geneva,
and protective measures to prevent cyber terrorism. IT Mgr. Collins also discussed
recent technical upgrades in Council Chambers.
OMNIBUS AGENDA
All items listed on the Omnibus Agenda are considered to be routine by the Council and
will be enacted by one motion. There will be no separate discussion on these items unless
a Council member or citizen so requests in which event the item will be removed from
the Omnibus (Consent) Agenda and considered in its normal sequence on the Agenda.
