GENEVA CITY COUNCIL MEETING NOVEMBER 3, 2014 CALL TO ORDER The November 3, 2014 meeting of the Geneva City Council was called to order at 7:00 p.m. in the Council Chambers of City Hall by Mayor Kevin Burns. Aldermen present: Chuck Brown, Mike Bruno, Don Cummings, Dorothy Flanagan, Dean Kilburg, Craig Maladra, Richard Marks, Mary Seno, Tom Simonian, Ron Singer. Aldermen absent: None. Also attending: City Atty. Charles Radovich, City Administrator Mary McKittrick, Asst. City Administrator/Dir. of Administrative Services Stephanie Dawkins, Public Works Director Richard Babica, Police Chief Steve Mexin. PLEDGE OF ALLEGIANCE PUBLIC HEARINGS, SPECIAL ITEMS AND PRESENTATIONS “Above and Beyond” Award Presentation to the Family of Cathy Baldwin In recognition of Cathy Baldwin’s exemplary service to the City, Mayor Burns presented her son, Ernie, with the “Above and Beyond” Award. Mr. Baldwin expressed his appreciation and introduced those family members who were present. Ms. Baldwin, who passed away last June, was a records specialist with the Geneva Police Dept. for 33 years. Approve Mayor’s Appointment of Brendan Cassin to SPAC Mayor Burns recognized Brendan Cassin, a senior at Geneva High School. In his new position, Mr. Cassin said he hopes to help make Geneva a better place to live. He introduced his parents and his uncle. Moved by Ald. Brown, seconded by Ald. Marks to approve the Mayor’s appointment of Brendan Cassin to SPAC. Carried unanimously by voice vote. MOTION CARRIED OMNIBUS AGENDA All items listed on the Omnibus Agenda are considered to be routine by the Council and will be enacted by one motion. There will be no separate discussion on these items unless a Council member or citizen so requests in which event the item will be removed from the Omnibus (Consent) Agenda and considered in its normal sequence on the Agenda. Moved by Ald. Bruno, seconded by Ald. Singer to approve the Omnibus Agenda as presented. Roll call: AYES: 10 (Ald. MOTION CARRIED Approve Resolution 2014-82 Authorizing the Purchase of a 3-Ton Dump Truck with Snow Plow from Rush Truck Centers in the Amount of $136,500.00 Moved by Ald. Bruno, seconded by Ald. MOTION CARRIED 1370 Geneva City Council Meeting November 3, 2014 PRESENTATION OF ORDINANCES, PETITIONS, RESOLUTIONS, AND BID AWARDS Approve Resolution 2014-83 Authorizing Execution of Letter of Request to the Illinois Dept. of Transportation Regarding Illinois State Route 31 Improvements Related to Implementation of Traffic Calming Improvements and Bike Path Lanes Moved by Ald. Simonian, seconded by Ald. Maladra to approve Res. 2014-83 authorizing execution of a letter of request to the Illinois Dept. of Transportation regarding Illinois State Rte. 31 improvements related to implementation of traffic calming improvements and bike path lanes. Questioning the need for two bike path lanes, Ald. Bruno asked if so referencing in the letter commits the City to that configuration. Dir. Babica said that while two bike lanes are now included in the modified phase one plan, there is no commitment as such and the plan could change. Ald. Kilburg asked as to the cost of the modified phase one report, with Dir. Babica saying that the report is expected this week and will be presented at the next City Council meeting. Ald. Kilburg also asked if there has been any discussion with the City of Batavia regarding its participation. Dir. Babica responded that it is his understanding that early on in the review process it was determined by IDOT that the average daily traffic flow south of Fabyan Prky. would prohibit the installation of bike lanes on Rte. 31. Responding to another question from Ald. Kilburg, Dir. Babica explained that once the modified phase one report has been received, a public open house would be held at the Council’s pleasure to receive public input. ADJOURNMENT There being no further business, moved by Ald. Simonian, seconded by Ald. Marks to adjourn the Geneva City Council meeting. Carried by voice vote.
