Executive Summary: At the November 3, 2014 City Council meeting, the Council authorized Mayor Burns to issue a letter to IDOT informing that agency of the City’s desire to initiate a Road Diet Program on IL RT 31. Attached for your review is an Engineering Services Proposal from CEMCON to perform the Modified Phase One Study required by IDOT for this project. The proposal cost is based upon CEMCON’s ability to access and modify the current IDOT plan set. IDOT has not confirmed the availability of these files for use. Additional work may be required from CEMCON to resolve issues that develop during the review process from IDOT, Staff or citizen comments, thereby increasing the costs. Finally, the proposal does not a review of how this project would impact the delivery of city services ore emergency response times within the corridor. SECTION 2: This Resolution shall become effective from and after its passage as in accordance with law.
