GENEVA CITY COUNCIL MEETING DECEMBER 1, 2014 CALL TO ORDER The December 1, 2014 meeting of the Geneva City Council was called to order at 7:00 p.m. in the Council Chambers of City Hall by Mayor Kevin Burns. Aldermen present: Chuck Brown, Mike Bruno, Don Cummings, Dorothy Flanagan, Dean Kilburg, Craig Maladra, Richard Marks, Mary Seno, Tom Simonian, Ron Singer. Aldermen absent: None. Also attending: City Atty. Charles Radovich, City Administrator Mary McKittrick, Asst. City Administrator/Dir. of Administrative Services Stephanie Dawkins, Fire Chief Steve Olson. PLEDGE OF ALLEGIANCE PUBLIC HEARINGS, SPECIAL ITEMS AND PRESENTATIONS Fire Department Oath of Office Ceremony Fire Department personnel being sworn in, along with their families, were introduced. City Clerk Landberg then administered the oath of office to the following: Battalion Chief: Kevin R. Forest, Kevin B. Swanson, Fred L. Kriwanek. Lieutenant: Rodney A. Johnson, Michael T. Benz, David A. Lentz, Philip A. Affrunti. Firefighter: Eric Blaser. Those sworn were then presented with their badges and fire helmets. Mental Health Board Presentation Mental Health Board Chair John Ford noted a number of changes in the mental health field as well as the number of new board members. He said that this year’s funding to the various service providers has been completed, but noted that next year the Affordable Care Act and changes to Medicaid necessitate new guidelines in public funding distribution. He then asked each of the board members in attendance to provide information on funding and MHB goals. Eleanor Hamilton spoke about funding selection and distribution by the MHB. She reviewed how mental health treatment has traditionally been addressed in the past, the changes expected in the future, and how the MHB will address future funding. Margo Goc addressed the board’s advocacy for effective and efficient services for Geneva residents, providing information how the MHB will work to meet this goal. Suzy Shogreen covered the collaborative effort of the MHB to encourage community education and awareness of developmental disabilities, mental illness and substance abuse. Cheryl Johnson summed up by emphasizing the Board’s commitment to being aware of the changes taking place and what is most important to the agencies served by the MHB. Chmn. Ford concluded by encouraging the City Council to challenge the Mental Health Board regarding the needs of the city and how they should be met. He said that locally the largest unfunded program is providing adequate housing for the developmentally disabled. OMNIBUS AGENDA All items listed on the Omnibus Agenda are considered to be routine by the Council and will be enacted by one motion. There will be no separate discussion on these items unless a Council member or citizen so requests in which event the item will be removed from the Omnibus (Consent) Agenda and considered in its normal sequence on the Agenda. Bruno, seconded by Ald. Singer to approve motion as presented. Approved by unanimous roll call vote. (Omnibus Agenda). MOTION CARRIED Approve Resolution 2014-94 Authorizing Execution of 2015 PACE/Ride in Kane Subsidy Agreement Subject to FY2015-16 Budget Approval Moved by Ald. Bruno, seconded by Ald. Singer to approve motion as presented. Approved by unanimous roll call vote. (Omnibus Agenda). MOTION CARRIED NEW BUSINESS No New Business was presented. ADJOURNMENT There being no further business, moved by Ald. Marks, seconded by Ald. Flanagan to adjourn the Geneva City Council meeting. Carried by voice vote.
