GENEVA CITY COUNCIL MEETING
DECEMBER 15, 2014
CALL TO ORDER
The December 15, 2014 meeting of the Geneva City Council was called to order at 7:00
p.m. in the Council Chambers of City Hall by Mayor Kevin Burns. Aldermen present:
Chuck Brown, Mike Bruno, Don Cummings, Dorothy Flanagan, Dean Kilburg, Craig
Maladra, Richard Marks, Mary Seno, Tom Simonian, Ron Singer. Aldermen absent:
None. Also attending: City Atty. Charles Radovich, City Administrator Mary
McKittrick, Asst. City Administrator/Dir. of Administrative Services Stephanie Dawkins,
Public Works Director Richard Babica, Economic Development Director Cathleen
Tymoszenko, Information Technologies Manager Peter Collins.

PUBLIC HEARINGS, SPECIAL ITEMS AND PRESENTATIONS
Introduction of Illinois State District 65 Representative Steve Andersson
Mayor Burns introduced State Representative-Elect Steve Andersson (65th Dist.). A
Geneva resident and long-active in community government, Mr. Andersson said he
hoped to open a dialog with Geneva city officials, adding that he is particularly interested
in working for local government and convincing state legislators to have greater
recognition of local governmental bodies. He cited unfunded mandates as an example of
an area needing change. He encouraged city officials to make known their needs and
concerns to him and to keep him accountable if ever he is inconsistent in his support of
local government.
Comments from Council members included Ald. Brown suggesting that Mr. Andersson
consider forming a Metro West Council of Government caucus in Springfield. Ald.
Maladra asked as to the status of the Municipal Authority Modernization Act (“home rule
lite”). Ald. Kilburg encouraged Mr. Andersson to investigate expanding the sales tax
base to include consumer services, especially in the area of e-commerce. Mr. Andersson
responded to each comment.
Mayor Burns then presented Mr. Andersson with framed Geneva City Hall centennial
posters for his Springfield and Geneva offices.
Presentation of 2014 Strategic Planning Goals Session Report – Patty Gentrup,
Novak Consulting
Ms. Gentrup recapped the strategic planning workshop from last month and briefly
summarized the results of that meeting. She reviewed the seven visions brought forward
and the priority goals relating to those visions. She also discussed long-term and short-
term goals. She noted that the strategic plan goals will provide input in the development
of the city budget.
OMNIBUS AGENDA
All items listed on the Omnibus Agenda are considered to be routine by the Council and
will be enacted by one motion. There will be no separate discussion on these items unless
a Council member or citizen so requests in which event the item will be removed from
the Omnibus (Consent) Agenda and considered in its normal sequence on the Agenda.

NEW BUSINESS
Conversation with Troop 37 Boy Scouts
Mayor Burns spoke briefly with the Troop 37 Scouts, who were in attendance as part of
the requirements for their citizenship merit badges.
City’s Public Service Informational Video Program
Admin. McKittrick called attention to the City’s series of public service videos that
inform the public as to the City’s programs and services. Called “At Your Service,” the
videos can be viewed on the City’s website and on the Geneva Broadcast Network, and
have been made available on the City’s YouTube channel and shared on Facebook,
Twitter, Geneva Mail and the City Newsletter. She explained that the videos are based
on city departmental PowerPoint presentations and edited by Communications
Coordinator Kevin Stahr. Most recent videos cover the leaf removal program and the
services provided by the Electric Div. IT Mgr. Peter Collins then demonstrated how one
can link to the videos via the City’s website. Admin. McKittrick asked the public to
submit any ideas as to future subjects.
Regarding one of the videos on snow removal, Scout Tommy Antonson asked if city
snowplows could better service side streets, such as the one on which he lives. Dir.
Babica said that the City attempts to service all streets as soon as possible, but that more
severe storms can tax the City’s crews and equipment.
