GENEVA CITY COUNCIL MEETING
FEBRUARY 2, 2015
CALL TO ORDER
The February 2, 2015 meeting of the Geneva City Council was called to order at 7:00
p.m. in the Council Chambers of City Hall by Mayor Kevin Burns. Aldermen present:
Chuck Brown, Mike Bruno, Don Cummings, Dorothy Flanagan, Dean Kilburg, Richard
Marks, Mary Seno, Tom Simonian, Ron Singer. Aldermen absent: Craig Maladra. Also
attending: City Atty. Charles Radovich, City Administrator Mary McKittrick, Asst. City
Administrator/Dir. of Administrative Services Stephanie Dawkins, Public Works Director
Richard Babica, Fire Chief Steve Olson.
PLEDGE OF ALLEGIANCE
Led by former Geneva firefighter and police officer Craig Burgess.
PUBLIC HEARINGS, SPECIAL ITEMS AND PRESENTATIONS
Public Hearing on Proposed Boundary Agreement Between the City of Geneva, Ill. and
the City of St. Charles, Ill.
Moved by Ald. Marks, seconded by Ald. Simonian to open the Public Hearing. Carried
unanimously by voice vote. MOTION CARRIED
The Public Hearing was opened at 7:02 p.m.
Mayor Kevin Burns called for comments from the public or from the Council.
Atty. Radovich reminded those present that this is a renewal of an agreement that has
been in place for many years, with the renewal agreement being nearly identical to the
existing agreement. Ald. Singer asked if the City of St. Charles has taken this action
forward as well (yes).
Hearing no further comments from the Council or audience, Mayor Burns called for a
motion to close the Public Hearing.
Moved by Ald. Bruno, seconded by Ald. Marks to close the Public Hearing. Carried
unanimously by voice vote. MOTION CARRIED
The Public Hearing was closed at 7:03 p.m.
Fire Department Oath of Office Ceremony
Mayor Burns provided background information on Firefighter Nick Volz, Lieutenant
Matt Lohse and Fire Marshal Phil Affrunti. Each introduced family and friends present.
The oath of office was administered by Clerk Landberg.
OMNIBUS AGENDA
All items listed on the Omnibus Agenda are considered to be routine by the Council and
will be enacted by one motion. There will be no separate discussion on these items unless
a Council member or citizen so requests in which event the item will be removed from
the Omnibus (Consent) Agenda and considered in its normal sequence on the Agenda.
Moved by Ald. Marks, seconded by Ald. Seno to approve the Omnibus Agenda as
presented. Roll call:

NEW BUSINESS
Kudos to Public Works Department’s Snow Removal
Ald. Bruno recognized the Public Works Dept. for its admirable snow removal efforts
during the heavy snow storm yesterday.
Appreciation for Police Performance During Delnor Lockdown
Ald. Seno expressed appreciation for the outstanding work of the Geneva Police Dept.
during last week’s lockdown at Delnor Hospital.
Question Regarding Balance Sheet Terminology
Ald. Flanagan asked for a definition of the term “Due to Others” as it appears in the Dec.
31, 2014 Electric Fund Balance Sheet. Asst. Admin. Dawkins explained that the term, in

this case, refers to monies paid out of the General Fund that should be charged to the
Electric Fund.

adjourn the Geneva City Council meeting. Carried by voice vote.
